5.105 On the basis <strong>of</strong> a GTAA carried out for North Yorkshire in 2008 the<br />

Council accepts there is currently a demonstrable need for an<br />

additional 7 pitches and proposes to identify a site for 10 pitches in<br />

order to provide some flexibility for the future.<br />

5.106 It is intended to allocate a new site(s) for Gypsies and Travellers<br />

through a future Site Allocations DPD, which is currently in<br />

preparation. The precise site size and location will be identified<br />

using up to date guidance and through consultation with the<br />

travelling community, and other stakeholders.<br />

5.107 Although not recognised as a distinct ethnic group, Showpeople<br />

travel extensively and therefore live, almost exclusively in wagons.<br />

During the winter months these are parked up in what was<br />

traditionally known as ‘winter quarters’. Some family members now<br />

<strong>of</strong>ten occupy these yards all year round.<br />

5.108 The North Yorkshire Strategic Housing Partnership Board<br />

commissioned arc4 to undertake additional research into the<br />

accommodation needs <strong>of</strong> Showpeople across North Yorkshire, and<br />

the final report 26 was received by the <strong>District</strong> Council. The Council<br />

has concluded from the results that there is no local or historic need<br />

demonstrated for a permanent site for Showpeople in the <strong>District</strong>,<br />

therefore no provision for this use is to be included in Local<br />

Development Framework documents, at the present time.<br />

5.109 The following policy is intended to ensure that the planned and<br />

unexpected needs <strong>of</strong> the Travelling Community are catered for within<br />

the <strong>District</strong>. Planning applications will be considered on the basis <strong>of</strong><br />

the policy in conjunction with needs assessments and Government<br />

guidance 27 . The criteria will also form the basis for assessing sites<br />

to be brought forward through a future Site Allocations DPD.<br />

Travellers<br />

Introduction<br />

5.99 <strong>Core</strong> <strong>Strategy</strong> Objective 5 recognises the requirement to provide<br />

housing to meet the needs <strong>of</strong> all sections <strong>of</strong> the community. Current<br />

evidence suggests that there is also a need to make appropriate<br />

provision for travellers that is made up <strong>of</strong> Gypsies, Travellers and<br />

show people who live in or travel through <strong>Selby</strong> <strong>District</strong><br />

5.100 The Government advises through the National Planning Policy for<br />

Traveller Sites (March <strong>2012</strong>) that Local Plan should provide criteria<br />

for the location <strong>of</strong> sites as a guide for future site allocations. The<br />

guidance provided in the NPPF is considered to be sufficient for a<br />

high level policy so it is not necessary to repeat those provisions in<br />

the <strong>Core</strong> <strong>Strategy</strong>. In terms <strong>of</strong> allocating sites, the SADPD will<br />

devise an appropriate site selection methodology once a long-term<br />
