Area Development Plan<br />

Introduction<br />

The <strong>Tadcaster</strong> <strong>and</strong> <strong>Villages</strong> Community Engagement Forum serves all of the<br />

parishes within the electoral wards of Appleton Roebuck, Saxton <strong>and</strong><br />

Ulleskelf, <strong>Tadcaster</strong> East <strong>and</strong> West <strong>and</strong>, also, part of Cawood <strong>and</strong> Wistow<br />

ward on the Northern fringe of <strong>Selby</strong> district.<br />

The area is predominantly rural in character with <strong>Tadcaster</strong> as the urban <strong>and</strong><br />

commercial centre. It has important Roman, Anglo Saxon, Norman <strong>and</strong><br />

mediaeval historical connections.<br />

Local democracy<br />

The area is served by sixty nine Parish <strong>Council</strong>lors in eleven Parish <strong>Council</strong>s<br />

(five of which are joint Parish <strong>Council</strong>s), one Town <strong>Council</strong> (covering two<br />

parishes) <strong>and</strong> one Parish Meeting. Eight <strong>Selby</strong> <strong>District</strong> <strong>Council</strong>lors <strong>and</strong> three<br />

North Yorkshire County <strong>Council</strong>lors represent the area.


People<br />

Population<br />

In 2007, the population of the area was approximately 11,300 with<br />

approximately 6,140 people living in <strong>Tadcaster</strong>. In 2006, there were 1.1<br />

people per hectare in the area. This population density is lower than for the<br />

<strong>District</strong>, the region <strong>and</strong> Engl<strong>and</strong> respectively <strong>and</strong> higher than for the county.<br />

Appleton Roebuck ward was the least (0.3 people per hectare), <strong>and</strong><br />

<strong>Tadcaster</strong> East ward the most (6.4 people per hectare) densely populated.<br />

Diversity<br />

In the 2001 Census, 98.2% of the population were of white <strong>and</strong> 0.8 were of<br />

non white ethnic origin. <strong>Tadcaster</strong> East ward was home to the highest<br />

percentage (1.1%), <strong>and</strong> <strong>Tadcaster</strong> West ward was home to the lowest<br />

percentage (0.5%), of residents that are non-white.<br />

A broad range of nationalities are registered to vote in the area from countries<br />

as diverse as Mauritius, Trinidad <strong>and</strong> Jamaica, Nigeria, Hungary <strong>and</strong> India<br />

<strong>and</strong> Kenya, Zimbabwe <strong>and</strong> the Czech Republic.<br />

Age, Health <strong>and</strong> Life Expectancy<br />

In the 2001 Census, the average age of residents in the area was 39.8 years.<br />

Between 1999 <strong>and</strong> 2003, residents in the <strong>Tadcaster</strong> <strong>and</strong> <strong>Villages</strong> area had an<br />

average life expectancy at birth of 79.8 years. This is higher than for the<br />

<strong>District</strong>, the county, the region <strong>and</strong> Engl<strong>and</strong> respectively.<br />

In the 2001 Census, 15% of the population of the area had a limiting long term<br />

illness.<br />

In the 2001 Census, 7.5% of residents of the area claimed to be in ‘not good’<br />

health. This is a lower percentage than for the <strong>District</strong>, the county, the region<br />

<strong>and</strong> Engl<strong>and</strong> respectively.<br />

In 2007, 4.1% of the population of the area claimed incapacity benefit. This<br />

percentage was higher than that for the <strong>District</strong> <strong>and</strong> the county respectively.


In the 2001 Census, 9.8% of people living in the area provided unpaid care to<br />

others. This was a marginally lower percentage than for the <strong>District</strong>, the<br />

county <strong>and</strong> Engl<strong>and</strong> respectively.<br />

In 2001, Government estimates suggested that 22.4% of people in the<br />

<strong>Tadcaster</strong> <strong>and</strong> <strong>Villages</strong> area were ‘obese’.<br />

Economy<br />

Industry<br />

The main industries are brewing, light engineering, quarries, agriculture <strong>and</strong><br />

commerce.<br />

There are over 150 businesses operating within the area.<br />

In 2004, there were 23.6 VAT registrations per head of population in the<br />

<strong>Tadcaster</strong> <strong>and</strong> <strong>Villages</strong> Area. This is a lower number than for the <strong>District</strong>, the<br />

region <strong>and</strong> Engl<strong>and</strong> respectively.<br />

There is a shortage of suitable l<strong>and</strong> <strong>and</strong> premises in the area for businesses.<br />

Employment<br />

In 2006, 23.6% of all employees were employed in ‘business <strong>and</strong> financial<br />

services industries’, 17.2% were employed in ‘food <strong>and</strong> drink manufacturing<br />

industries’, 5.6% were employed in ‘hotels <strong>and</strong> catering’ <strong>and</strong> 4.6% were<br />

employed in ‘creative industries’.<br />

In 2006, 70.5% of all employees in the area were full time employees.<br />

Although the majority of the population work in the area, a significant number<br />

commute to York, Leeds <strong>and</strong> beyond.<br />

In 2003, there were 113 full time <strong>and</strong> 80 part time farmers in the area.<br />

Over the period July 2007 to July 2008, 0.7% of residents claimed Job<br />

Seekers Allowance. This was a lower percentage than for the <strong>District</strong> as a<br />

whole, the county, the region <strong>and</strong> Engl<strong>and</strong> respectively.<br />

Education, Skills <strong>and</strong> Training<br />

According to 2007 figures, the area was less deprived in terms of education,<br />

skills <strong>and</strong> training than the <strong>District</strong>, the county, the region <strong>and</strong> Engl<strong>and</strong><br />

respectively.


In the 2001 Census, 26.9% of the working age population in the area was<br />

qualified to level 3 or higher. This is a higher percentage than for the <strong>District</strong><br />

<strong>and</strong> the region <strong>and</strong> a lower percentage than for the county <strong>and</strong> Engl<strong>and</strong><br />

respectively. Across the area, Appleton Roebuck ward has the highest<br />

percentage (39.5%), <strong>and</strong> <strong>Tadcaster</strong> East ward the lowest percentage (21.8%),<br />

of working age population qualified to level 3 or higher.<br />

Income<br />

In 2007, there was less income deprivation affecting children in the area than<br />

across the <strong>District</strong>, the county, the region <strong>and</strong> Engl<strong>and</strong> respectively.<br />

Across the area, <strong>Tadcaster</strong> West ward is the most, <strong>and</strong> Appleton Roebuck<br />

ward the least, deprived in this regard.<br />

Between 2001/02, estimates suggested that the weekly household income in<br />

the area was higher than across the <strong>District</strong> (£70.50 higher), the county<br />

(£168.80 higher), the region (£187.50 higher) <strong>and</strong> Engl<strong>and</strong> (£139.70 higher)<br />

respectively. Across the area, estimates suggested that the weekly household<br />

income was highest in Appleton Roebuck ward (£880 per week) <strong>and</strong> lowest in<br />

<strong>Tadcaster</strong> East ward (£550 per week)<br />

Transport<br />

There is easy access to the motorway network via the A64. However,<br />

although the East Coast Main Line <strong>and</strong> the Trans Pennine Lines run through<br />

the area, there is no railway station at <strong>Tadcaster</strong> <strong>and</strong> only local trains stop at<br />

Ulleskelf. The bus service centres on <strong>Tadcaster</strong> with regular services to<br />

Leeds, Wetherby, York <strong>and</strong> Knaresborough. Some parts of the area, south of<br />

the River Wharfe, have a limited bus service.<br />

A number of Parish Plans have highlighted transport issues as a concern for<br />

both young <strong>and</strong> older people.<br />

Quality of Life<br />

In the 2006/7 General Satisfaction Survey, a high proportion of residents in<br />

the LS24 postcode were either satisfied or very satisfied with their local area<br />

as a place to live.<br />

‘Parish Plans’ produced in the area reveal that residents enjoy living in the<br />

villages <strong>and</strong> value the peace <strong>and</strong> quiet, the countryside, the friendly<br />

community feeling <strong>and</strong> their local family connections.<br />

The four Parish Plans produced to date note that some villages lack a focal<br />

point for residents


In a 2008 survey, a high proportion of residents felt that the <strong>District</strong> <strong>Council</strong><br />

was making the local area both cleaner <strong>and</strong> greener <strong>and</strong> a better place to live.<br />

Surface water <strong>and</strong> domestic drainage issues were mentioned as a concern in<br />

a series of surveys undertaken for Parish Plans in the area.<br />

Housing<br />

There are 2,711 dwellings in <strong>Tadcaster</strong> town; 484 of which are owned by<br />

<strong>Selby</strong> <strong>District</strong> <strong>Council</strong>.<br />

In <strong>Tadcaster</strong>, only 5 new dwellings were built <strong>and</strong> only 4 planning permissions<br />

granted in 2007-8<br />

In October 2007, there were 122 empty properties in <strong>Tadcaster</strong>.<br />

There were 259 people on the housing waiting list in May 2008 (approximately<br />

10% more than in 2007). The majority wanted either a one or two bedroom<br />

property <strong>and</strong> most tended to be elderly. Only 12 <strong>Council</strong> properties became<br />

vacant during 2007-8 in <strong>Tadcaster</strong>.<br />

There were 14 homelessness applications in 2007-8 <strong>and</strong> the average stay in<br />

<strong>Tadcaster</strong>’s hostel was 9 months (compared to an average stay of three<br />

months in the <strong>Selby</strong> hostel)<br />

A number of Parish Plans note that there is a shortage of single person <strong>and</strong><br />

starter homes in the area.<br />

<strong>Selby</strong> <strong>District</strong> <strong>Council</strong>’s Draft Core Strategy presents a case for development<br />

in the market town of <strong>Tadcaster</strong> to meet local needs <strong>and</strong> in some other<br />

villages. It is proposed that Ulleskelf be classified as a primary village for<br />

limited housing development. Consultation on the Core Strategy is about to<br />

commence.<br />

A number of Parish Plans highlight the need to retain the character <strong>and</strong> local<br />

distinctiveness of villages in the area.<br />

No Village Design statements have been completed yet in the area but one is<br />

underway in Appleton Roebuck.<br />

Community Safety<br />

In 2007, the area had less crime <strong>and</strong> disorder (had lower levels of burglary;<br />

theft; criminal damage; <strong>and</strong>, violence) than the <strong>District</strong>, the county, the region<br />

<strong>and</strong> Engl<strong>and</strong> respectively.


At a series of public Joint Action Group meetings most felt that the area was a<br />

safe place to live in.<br />

In the 2008 General Satisfaction Survey community safety was a priority for<br />

residents. In some villages the fear of crime; especially of house burglaries<br />

remains relatively high.<br />

In 2006, surveys undertaken for Parish Plans in some of the villages identified<br />

concerns over speeding traffic.<br />

There is a lack of opportunities for young people in the area <strong>and</strong>, in certain<br />

parts of <strong>Tadcaster</strong>, a 2008 consultation exercise in Stutton Road found,<br />

youngsters have been congregating <strong>and</strong> drinking in bus shelters<br />

Leisure<br />

<strong>Tadcaster</strong> has its own leisure centre <strong>and</strong> swimming pool <strong>and</strong> a wide range of<br />

sports teams.<br />

There is no children’s play or recreational open space provision in most<br />

Parishes in the area <strong>and</strong> under provision in the remaining Parishes.<br />

Both Parish Plans <strong>and</strong> Parish <strong>Council</strong>s have identified a need for children’s<br />

play areas, adventure playgrounds, <strong>and</strong> provision for youth facilities <strong>and</strong><br />

activities.<br />

Issues of concern in the <strong>Tadcaster</strong> <strong>and</strong> <strong>Villages</strong> area<br />
