Persons whom the <strong>Council</strong> consulted, and how they were consulted in the<br />
preparation of the SPDs<br />
Throughout 2009 and 2010, Officers from <strong>Selby</strong> <strong>District</strong> <strong>Council</strong> presented the VDS<br />
project to the Parish <strong>Council</strong>s and invited them to create a Steering Group out of<br />
interested local people.<br />
In some villages the VDS was a follow-on project arising out of a need identified in an<br />
up-to-date Parish Plan, and in other villages the VDS was simply an attractive<br />
proposition to ensure any development is appropriate.<br />
The work began in 2009 and the steering groups arranged meetings that were open<br />
to the public and would report back to the Parish <strong>Council</strong>, with articles in the parish<br />
newsletters. Officers from <strong>Selby</strong> <strong>District</strong> <strong>Council</strong> advised on the form and content of<br />
a Supplementary Planning Document so that the VDS could be Adopted in to the<br />
Local Development Framework attended meetings to advise the steering groups.<br />
A press release resulted in newspaper stories promoting the VDS project and inviting<br />
people to contact the Parish <strong>Council</strong>s or <strong>District</strong> <strong>Council</strong> to find out more.<br />
SA/SEA and HRA<br />
There is no longer any requirement to subject Supplementary Planning Documents to<br />
Sustainability Appraisal and Strategic Environmental Assessment processes.<br />
However, an accompanying Habitats Regulations Assessment (HRA) screening was<br />
also undertaken. The HRA Screening Assessment Stage resulted in positive<br />
feedback from English Nature who are satisfied by the HRA findings that there will be<br />
no conflict with Natura2000 sites.<br />
Consultation with Members<br />
Members were presented with the draft SPDs at Policy & Resources Committee on<br />
24 March 2011. Some minor typographical errors were noted, but unanimous<br />
support was given for the draft documents, including approval for consultation<br />
purposes.<br />
Formal Consultation of the SPD<br />
The formal consultation involved the following:<br />
Copies of the Consultation Draft Village Design Statement SPDs and supporting<br />
documents were made available at the following <strong>Council</strong> offices and libraries at<br />
normal opening times:<br />
• Access <strong>Selby</strong>, Market Cross Shopping Centre, <strong>Selby</strong><br />
• <strong>Selby</strong> Library, 52 Micklegate<br />
• Sherburn in Elmet Library, Finkle Hill<br />
• Tadcaster Library, Station Road<br />
• Barlby Library, Howden Road<br />
All documents were also available to view online at www.selby.gov.uk.<br />
Notification of the VDS consultation made in the local newspapers on 1 August, and<br />
letters/emails sent to interested persons as set out in Appendix 1:<br />
Parish <strong>Council</strong>s discussed their VDS documents and commented accordingly, having<br />
invited comments from Parishioners at those meetings. Some additional activities<br />
