Consultation Draft Village Design Statements Supplementary Planning Document<br />
CONSULTATION STATEMENT (The Town and Country Planning (Local<br />
Development) (England) (Amended) Regulations 2008)<br />
Introduction<br />
Under the Planning and Compulsory Purchase Act 2004 (as amended) it is a<br />
requirement to prepare and make available a Consultation Statement setting out:<br />
• the names of any persons whom the authority consulted in connection with the<br />
preparation of the Supplementary Planning Document (SPD);<br />
• how those persons were consulted;<br />
• a summary of the main issues raised in those consultations; and<br />
• how those issues have been addressed in the SPD.<br />
This statement is a record of the consultation undertaken during the production stage<br />
of the SPD prior to adoption. The consultation prior to consultation has been done<br />
informally and so no formal records of attendees’ names and contact details have<br />
been kept. Now the consultation period has ended, this statement incorporates a<br />
schedule of comments received, together with the <strong>Council</strong>’s response.<br />
Purpose of the VDS SPD<br />
A Village Design Statement (VDS) is a planning document intended to give advice<br />
and guidance to anyone who is considering any form of development no matter how<br />
large or small, in the following villages; Appleton Roebuck, Barlow, Bilbrough,<br />
Brotherton, Byram, Carlton, Church Fenton, Hensall, Monk Fryston, Newton Kyme,<br />
North Duffield, Riccall, Stutton, Ulleskelf, and Womersley<br />
The VDS covers relatively straightforward work such as replacing doors and windows<br />
as well as more significant work such as building extensions and new buildings. It<br />
sets out the elements that make up local character in order to improve the quality of<br />
design in any new development.<br />
There are parts of the villages that have been more susceptible to changes than<br />
others and so a balance is necessary. However, the residents of the villages and<br />
the <strong>Council</strong> both consider that good design is very important and that local identity<br />
should be maintained. The advice in the VDS is not intended to be prescriptive. It<br />
should be used as inspiration to design new modern development that is respectful to<br />
its surroundings.<br />
The advice is given so that anyone developing can avoid lengthy discussion in the<br />
planning application process, as the design context is clearly set out from the<br />
beginning.<br />
