Review of the Constitution<br />

Summary:<br />

<strong>Selby</strong> <strong>District</strong> <strong>Council</strong> adopted its new Constitution with effect from the May<br />

elections in 2011. The Constitution has now been operational for almost six<br />

months and an opportunity has been taken to review how it has worked and<br />

propose minor amendments to improve its operation and correct any<br />

anomalies, oversights or errors. The report sets out the proposals<br />

Recommendation:<br />

To recommend the <strong>Council</strong> to endorse the proposed amendments set<br />

out in the report.<br />

Reasons for recommendation<br />

In pursuance of the <strong>Council</strong>’s obligations under Article 15 of its Constitution –<br />

to review and revise the Constitution – the recommendations are proposed to<br />

address issues which have arisen since the Constitution became effective in<br />

May 2011<br />

1. Introduction and background<br />

1.1 This review does not propose any amendments to the principal<br />

objectives of the Constitution which remains based on the model<br />

constitution for the Leader and Cabinet form of Executive.<br />
