The <strong>Council</strong> and WLCT have developed a very positive Partnership<br />
during the life of the contract to date<br />
WLCT have made significant progress in a number of areas since the<br />
commencement of the contract in September 2009, for example the<br />
refurbishment of Abbey Leisure Centre which has significantly<br />
increased gym membership and also in sports development<br />
The Strategic Aims of WLCT are very much aligned with the <strong>Council</strong>’s<br />
new priority for ‘Living Well’ and they are committed at a high level to<br />
develop these objectives with the <strong>Council</strong> and our partners going<br />
forward<br />
WLCT have faced challenges around embedding a new commercially<br />
orientated culture within the organisation locally The recent<br />
implementation of a new structure and the recruitment of a new<br />
General Manager is already achieving an improvement in this area<br />
Effective collaboration between the <strong>Council</strong> and WLTC in the<br />
management and implementation of Planned Maintenance Programme<br />
The upgraded facilities at both <strong>Selby</strong> and Tadcaster have seen a<br />
significant increase in membership<br />
Progress on setting KPIs and monitoring these has been slow however<br />
these have now been agreed and are being monitored via Covalent<br />
The Leisure Forum is no longer an essential part of the decision<br />
making process. Future key decisions can be made more effectively<br />
through the Executive with service decisions being made through the<br />
routine management of the contract<br />

4. Conclusion<br />
The first year of the contract with Wigan Leisure and Culture Trust was very<br />
much a period of bedding in and continual review through the Leisure Forum<br />
and reports to Social Board. The first formal review of the contract is therefore<br />
for the period of April 2010 to March 2011. At a strategic level, WLCT are very<br />
committed to supporting the delivery of the <strong>Council</strong>’s corporate objectives and<br />
