Reason for Recommendations<br />

To recognise the progress WLCT has made to date and the measures put in<br />

place to develop the service and to ensure the future strategic objectives of<br />

the service are in line with the <strong>Council</strong>’s priorities.<br />

1. Introduction and Background<br />

1.1 In September 2009, the <strong>Council</strong> entered into a ten year contract with<br />

Wigan Leisure and Culture Trust (WLCT) to provide a leisure service across<br />

the <strong>District</strong>. The contract requires that an Annual Review is carried out every<br />

year in September. A formal review was not carried out in September 2010<br />

due to the implementation and performance of the contract being in<br />

continuous review during that first year of this new partnership. This report<br />

therefore presents the findings of the first formal review of the contract for the<br />

period 2010/11.<br />

2. The Report<br />

2.1 The Annual Review<br />

2.2 This report presents the findings of the first formal review of the leisure<br />

contract since it commenced in 2009 and highlights key strategic objectives<br />

particularly around the <strong>Council</strong>’s ‘Living Well’ Corporate priority to be<br />

developed with the <strong>Council</strong> going forward.<br />

2.3 The review involved a series of workshops with representatives from<br />

WLCT, Officers from the <strong>Council</strong> and Cllr Gillian Ivey to discuss and agree the<br />

scope of the review and how it was to be carried out. These workshops were<br />

facilitated by ASPE (Association for Public Service Excellence) which<br />

provided an independent lead to the review. The workshops were very useful<br />

and allowed both client and contractors to put their perspective in a<br />

constructive environment.<br />

2.4 It was agreed that the review would largely focus on a ‘self assessment’<br />

being provided by WLCT which would then be reviewed by the stakeholder<br />

group before a final report being submitted by WLCT.<br />

2.5 WLCT have written an Annual Review for 2010-2011 (self assessment)<br />

and this is attached as Appendix 1 (Annual Review). As part of the review<br />

process they have also submitted an Annual Report 2010/11 which is their<br />

own summary of their KPI performance. This is attached as Appendix 2.<br />

These documents for the main body of the review.<br />

2.6 Summary of Key Findings<br />

2.7 The reports contain a wealth of information on the performance of the<br />

contract together with identifying future areas for improvement. In summary,<br />

the key findings from the review (summarised from the report and from the<br />

stakeholder workshops) are:<br />
