Title: Leisure Contract Annual Review April 2010- March 2011<br />

Summary:<br />

The first year of the contract with Wigan Leisure and Culture Trust was very<br />

much a period of bedding in and continual review through the Leisure Forum<br />

and reporting to Social Board. The first formal review of the contract is<br />

therefore for the period April 2010 to March 2011. At a strategic level, WLCT<br />

are very committed to supporting the delivery of the <strong>Council</strong>’s corporate<br />

objectives and to achieving continuous service improvement and this is<br />

reflected in the strategic objectives presented in their Annual Review.<br />

However progress at an operational level in developing a commercial<br />

customer focused culture had been slow due the need to develop the<br />

organisation locally. Through the development work WLCT have undertaken<br />

with staff, improvements are now being made in this area.<br />

WLCT is committed to further development of the service and supporting the<br />

<strong>Council</strong>’s corporate priorities.<br />

Recommendations:<br />

i. To note the key findings of the report and in particular the<br />

performance of Wigan Leisure and Culture Trust to date<br />

ii. To agree the strategic objectives highlighted in the annual review to<br />

support the <strong>Council</strong>’s ‘Living Well’ priorities.<br />
