1. Introduction and background<br />
1.1 This is the 1 st 2011/12 budget exception report and provides details of<br />
the Core, Access <strong>Selby</strong> and Community <strong>Selby</strong> General Fund (GF),<br />
and Housing Revenue Account (HRA) expenditure and income<br />
variations for the financial year 2011/12 and where appropriate<br />
remedial action.<br />

2.1 Appendix A presents a summary of the financial position of the<br />
<strong>Council</strong> based upon income and expenditure to September 2011,<br />
identifies variances between budgets and actuals for the 1 st half year,<br />
and forecasts variances for the full year to 31 March 2012.<br />
2.2 The full year forecast for the General Fund currently shows an<br />
estimated saving of £69k:<br />

2.3 In accordance with the ‘shadow budget’ approved by <strong>Council</strong> on 1<br />
March 2011, for this first year of operation any Access <strong>Selby</strong> ‘profits’<br />
will be retained in an earmarked ‘SDV’ reserve.<br />
2.4 There are a number of cost and income pressures which officers are<br />
managing within budget (such as the impact of inflation on the street<br />
scene and leisure contracts, rising energy prices and reduced<br />
income). These pressures are currently being mitigated by salary<br />
savings from frozen and vacant posts – further details are set out in<br />
Appendix B.<br />
