Low Street to the south of the village centre <strong>and</strong> to the east of Low<br />

Street.<br />

1.1.2 The site covers an area of approximately 24.01 hectares of agricultural<br />

l<strong>and</strong> <strong>and</strong> is irregular in terms of shape.<br />

1.1.3 Residential properties are located to the north of the site off Moor Lane<br />

<strong>and</strong> Low Street <strong>and</strong> two further applications for residential schemes are<br />

proposed for the areas of l<strong>and</strong> to the north <strong>and</strong> north east of this site for<br />

120 units <strong>and</strong> 100 units respectively.<br />

1.1.4 To the north lies the Phase 1 (SHB/1A) site developed for 193<br />

dwellings by Redrow / Persimmon <strong>and</strong> to the south of the application<br />

site lies agricultural l<strong>and</strong>.<br />

1.1.5 The site does not contain any properties or structures <strong>and</strong> residential<br />

properties define the majority of the northern boundary <strong>with</strong> isolated<br />

residential properties <strong>and</strong> a farm to the south west of the site.<br />

1.1.6 Vegetation <strong>with</strong>in the site is limited, <strong>with</strong> vegetation defining adjoining<br />

boundaries which consist of low sparse hedgerows.<br />

1.1.7 A public right of way (footpath number 35.57/32) crosses between the<br />

A162 <strong>and</strong> The Fairway along the northern boundary, adjacent to Green<br />

Dike <strong>and</strong> the garden boundaries of residential properties. In addition<br />

an informal farm track passes/ dissects the site from Low Street,<br />

bridges across the eastern boundary watercourse <strong>and</strong> continues<br />

across the southern edge of the A162.<br />

1.1.8 The site is situated <strong>with</strong>in Flood Zone 1.<br />

1.2. The Proposal<br />

1.2.1 <strong>Applications</strong> for outline permission do not require as much detail as full<br />

applications but must still include information on use, the amount of<br />

development, indicative layout, scale parameters <strong>and</strong> indicative access<br />

points. Matters such as access, appearance, l<strong>and</strong>scaping, layout <strong>and</strong><br />

scale can be approved at a later stage by a reserved matters<br />

application.<br />

1.2.2 This submission is an outline application for the construction of 498<br />

dwellings <strong>with</strong> the details of “access” being confirmed as part of the<br />

application. The application is a resubmission of the previously<br />

refused scheme <strong>and</strong> includes the same number of units, however now<br />

provides a means of comprehensively developing the site <strong>and</strong> includes<br />

a mechanism to secure education facilities.<br />

1.2.3 In terms of “access” then this covers accessibility to <strong>and</strong> <strong>with</strong>in the site<br />

for vehicles, cycles <strong>and</strong> pedestrians in terms of the positioning <strong>and</strong><br />
