The Planning Officer presented a report which had been referred to the<br />

Planning Committee as the scheme was an inappropriate development in the<br />

Green Belt <strong>and</strong> has been advertised as a Departure. It was explained<br />

however that the application would not require referral to the Secretary of<br />

State on the basis that it was not a significant departure to the Development<br />

Plan.<br />

The Planning Officer explained that the application was for the development<br />

of a single turbine at Northfield Farm, Roe Lane, Birkin.<br />

Within the officers update note, there was an amendment to the information<br />

provided under Section 1.3 of the report – Planning History.<br />

• The applicant had been granted permission for a different wind turbine<br />

in January 2012.<br />

• The permitted wind turbine from the initial application had been<br />

discontinued <strong>and</strong> had limited production <strong>with</strong> it being taken out of the<br />

market.<br />

• The proposed turbine is the closet match to the one in the original<br />

application.<br />

• The applicant is a local farmer.<br />

• The farm is looking to reduce its carbon footprint.<br />

• The turbine would provide a clean renewable form of electricity.<br />

• The proposed turbine would be in the same position as the one in the<br />

original application.<br />

• The required distances remain the same.<br />

• Careful thought has been given to issues particularly the l<strong>and</strong>scape<br />

<strong>and</strong> impact.<br />

• There would be a minimal impact on the openness.<br />

• The l<strong>and</strong>scape would not be harmed by the wind turbine.<br />

• There would be a benefit to farming <strong>and</strong> the turbine would help<br />

contribute to targets for renewable energy.<br />

The Committee debated the application <strong>and</strong> a vote was taken.<br />

RESOLVED:<br />

i) To receive <strong>and</strong> note the report <strong>and</strong> officers update note.<br />

ii) To APPROVE the application subject to the conditions detailed<br />

at Paragraph 2.25 in the report.<br />
