a national speed limit road.<br />

• A Traffic Impact Assessment is essential.<br />

• The children may wish to integrate into local schools, however they are<br />

close to full capacity <strong>and</strong> there will be a danger of children crossing the<br />

road at peak times.<br />

• The bypass road was not intended to have entry or access points.<br />

• The community are concerned the site will become prohibited.<br />

• If the Aquifer became polluted, there would be implications.<br />

• There are many named objectors who have genuine concerns for the<br />

existing community.<br />

• Recently there has been interest from a party who wished to purchase<br />

the whole site <strong>and</strong> it is requested that the application is rejected or at<br />

least deferred.<br />

The Committee debated the application <strong>and</strong> a vote was taken. During the<br />

debate officers advised the Committee that there was concern over the stated<br />

reasons for refusal in that they were not specific enough, did not refer to<br />

relevant policies from the Development Plan <strong>and</strong> that a Transport Statement<br />

had been submitted to accompany the application. The Committee were<br />

advised that there was concern over the robustness of the stated reasons for<br />

refusal <strong>and</strong> given the opportunity to amend such reasons both by officers <strong>and</strong><br />

the Chair of the Planning Committee. This opportunity was declined.<br />

RESOLVED:<br />

i) To receive <strong>and</strong> note the report <strong>and</strong> officers update note.<br />

ii) To REFUSE the application.<br />

REASONS FOR REFUSAL<br />

i) There are inadequate safety concerns.<br />

ii) There will be an impact on the local amenity.<br />

iii) There will be an impact on the countryside.<br />

iv) The highway safety concerns have not been addressed.<br />

v) There is a threat of contamination to the Aquifer.<br />

vi) There is a lack of a Transport Impact Assessment.<br />

vii) There is the impact of a lack of play area<br />

viii) There will be an impact on residential amenity.<br />

13.2 Application: 2012/0434/FUL<br />

Location: Northfield Farm, Roe Lane,<br />

Birkin<br />

Proposal: Erection of a wind turbine <strong>and</strong> associated<br />

infrastructure. The proposed turbine is an EWT,<br />

500kW <strong>with</strong> a hub height of 40m. It is a<br />

horizontal axis, three bladed turbine <strong>with</strong> a rotor<br />

diameter of 54m. The height to blade tip is 67m.<br />
