Assessment will provide the basis for applying this test. A sequential<br />

approach should be used in areas known to be at risk from any form of<br />

flooding.<br />

2.14.9 The Technical Guidance to the NPPF defines areas at risk of flooding<br />

as l<strong>and</strong> <strong>with</strong>in Flood Zone 2 <strong>and</strong> 3. The application site is therefore an<br />

area at risk of flooding where development should be directed away<br />

from areas at highest risk. A Sequential Test <strong>and</strong> Exception Test<br />

(where necessary) are therefore required along <strong>with</strong> a Site Specific<br />

Flood Risk Assessment. Taking these elements in turn:<br />

Sequential Test<br />

2.14.10 In terms of the sequential test, the aim of the sequential test is to<br />

steer new development to areas <strong>with</strong> the lowest probability of flooding.<br />

Development should not be allocated or permitted if there are<br />

reasonably available sites appropriate for the proposed development in<br />

areas <strong>with</strong> a lower probability of flooding. The Strategic Flood Risk<br />

Assessment will provide the basis for applying this test.<br />

2.14.11 The application includes a sequential test which considers the Phase<br />

2 allocations <strong>and</strong> Strategic Housing L<strong>and</strong> Availability Assessment<br />

(SHLAA) which clearly sets out why other reasonably available sites to<br />

accommodate the 100 unit development have been discounted. The<br />

application therefore demonstrates that there are reasonably available<br />

sequentially preferable sites but provides evidence as to why these<br />

sites are not appropriate for the development proposed.<br />

2.14.12 In assessing the submitted sequential test officers consider that there<br />

are reasonably available sites at lower Flood Risk however do not<br />

consider that such sites are appropriate for the development proposed.<br />

The reason for this is that the proposed development forms an integral<br />

part of the development of the whole of the phase 2 allocation in<br />

providing a vehicular link to the completed phase 1 development to the<br />

north <strong>and</strong> providing vehicular connections to application reference<br />

2012/0468/EIA (also on the agenda) to ensure comprehensive<br />

development of the allocation. It is therefore considered that the<br />

proposed development passes the Sequential Test in accordance <strong>with</strong><br />

the advice contained <strong>with</strong>in the technical guidance note to the NPPF<br />

<strong>and</strong> the NPPF.<br />

Exception Test<br />

2.14.13 In accordance <strong>with</strong> paragraph 102 of the NPPF for the Exception Test<br />

to be passed it must be demonstrated that:<br />

i. the development provides wider sustainability benefits to<br />

the community that outweigh flood risk, informed by a<br />

Strategic Flood Risk Assessment;<br />
