2.11 L<strong>and</strong>scape Character <strong>and</strong> Visual Amenity of the Area<br />

2.11.1 Policies ENV1(1) requires proposals to take account the effect upon<br />

the character of the area <strong>with</strong> (4) requiring proposals to take account<br />

the st<strong>and</strong>ard of layout in relation to the site <strong>and</strong> its surroundings <strong>and</strong><br />

associated l<strong>and</strong>scaping. In addition the Village Design Statement<br />

explains the unique qualities <strong>and</strong> character of the village in order that<br />

new development can be designed to respect the context of the area.<br />

2.11.2 At a regional level the RSS Policy ENV10 requires that “Plans,<br />

strategies, investment decisions <strong>and</strong> programmes should safeguard<br />

<strong>and</strong> enhance the following l<strong>and</strong>scapes <strong>and</strong> related assets of regional,<br />

sub-regional <strong>and</strong> local importance”.<br />

2.11.3 In addition, Paragraph 58 of the NPPF states that decisions should aim<br />

to ensure that developments are visually attractive as a result of good<br />

architecture <strong>and</strong> appropriate l<strong>and</strong>scaping.<br />

2.11.2 In terms of l<strong>and</strong>scape character <strong>and</strong> visual amenity, the submitted<br />

Environmental Statement assesses the effects from a range of vantage<br />

points, the proposed l<strong>and</strong>scaping strategy <strong>and</strong> the relationship of the<br />

development to the surrounding Green Belt, l<strong>and</strong>scape designations,<br />

l<strong>and</strong>scape character, built heritage assets <strong>and</strong> biodiversity <strong>and</strong> natural<br />

environment including collation of a series of visual assessments to<br />

assess the impact in terms of visual amenity <strong>and</strong> the definition of the<br />

l<strong>and</strong>scape strategy as detailed on the submitted L<strong>and</strong>scape Plan.<br />

2.11.3 The report states that the site <strong>and</strong> its immediate surroundings are<br />

located <strong>with</strong>in flat open farml<strong>and</strong>, an extensive character type which is<br />

defined as an intensively managed arable farml<strong>and</strong>. The site is located<br />

in an urban fringe l<strong>and</strong>scape defined to the west, north <strong>and</strong> east by<br />

prominent development comprising residential to the west <strong>and</strong> north<br />

<strong>and</strong> industrial/commercial to the east including extensive development<br />

associated <strong>with</strong> the former airfield <strong>and</strong> British Gypsum to the northeast.<br />

The A162 runs in close proximity to the eastern boundary <strong>and</strong><br />

the combined effect of these elements <strong>with</strong> the intensively cultivated<br />

open arable fields reduces the quality of the local l<strong>and</strong>scape setting.<br />

2.11.4 In visual terms the report states that the site is well contained <strong>with</strong><br />

views limited to the immediate boundaries of the site from roads <strong>and</strong><br />

limited views from public rights of way <strong>and</strong> properties. To the south<br />

views are contained by the vegetated embankment of an elevated<br />

railway to the west by buffer planting associated <strong>with</strong> the Brook Mill <strong>and</strong><br />

Moor Lane Trading Estate. To the west <strong>and</strong> north views are contained<br />

by existing built form <strong>and</strong> associated vegetation <strong>and</strong> rolling topography.<br />

Views to the site are very much set in the context of the prominent<br />

urban form to the north, west <strong>and</strong> east.<br />
