vehicles; <strong>and</strong> consider the needs of people <strong>with</strong> disabilities by all<br />

modes of transport. Paragraph 36 states that all developments which<br />

generate significant amounts of movement should be required to<br />

provide a Travel Plan.<br />

2.9.16 The proposed Framework as set out in the TA is considered to form an<br />

appropriate basis for preparation of a detailed Travel Plan for the site<br />

as it is developed.<br />

2.9.17 The Travel Plan Framework sets the context for the collation of the<br />

Travel Plan, but it does note that the guidance in the Framework is not<br />

“exhaustive” <strong>and</strong> the Framework is intended to provide guidance for the<br />

future development of a detailed Travel Plan. The final travel Plan is<br />

intended to assist in improving the environment by reducing the<br />

number of trips made to <strong>and</strong> from the development by private car.<br />

2.9.18 The overall objective of any Travel Plan is to promote walking, cycling<br />

<strong>and</strong> public transport as the primary mode of travel <strong>and</strong> to deliver mode<br />

shift from single occupancy car journeys to alternative modes including<br />

multi-occupancy vehicle trips.<br />

2.9.19 NYCC Highways have confirmed that the submitted “Travel Plan<br />

Framework” is acceptable <strong>and</strong> delivery of a detailed Travel Plan for the<br />

site can be controlled via condition to require further submissions on<br />

this matter prior to the occupation of the development in line <strong>with</strong> the<br />

Framework.<br />

2.9.20 In response to the potential provision of a bus route through the site the<br />

agents have not offered this on the basis that “the primary reason for<br />

not proposing a diverted bus service is that the entire site is compliant<br />

<strong>with</strong> the RSS <strong>with</strong> respect to access to public transport services. All<br />

dwellings lie well <strong>with</strong>in the RSS required 10 minute walk to the<br />

existing/proposed Low Street bus stops <strong>and</strong> over half of the dwellings<br />

will be <strong>with</strong>in 400m of the Low Street bus stops. From the Low Street<br />

bus stops the town centre, both rail stations <strong>and</strong> Sherburn Enterprise<br />

Park can be reached in less than 10 minutes. In addition there are bus<br />

stops on Moor Lane that can also be accessed <strong>with</strong>in an approximate<br />

ten minute walk time due to the provision of the new pedestrian/cycle<br />

route connecting to the north.<br />

2.9.21 NYCC Highways have accepted that as service provision is in place,<br />

that improvements are to be made to bus stops that there is no<br />

requirement to pursue pump priming of the services as a result of the<br />

development subject to the access road being able to accommodate a<br />

bus in the future should this become viable for an operator.<br />

2.9.22 NYCC have confirmed that the detailed highways design is acceptable<br />

subject to conditions.<br />
