focal points <strong>and</strong> throughout the residential areas. It also notes that the<br />

accesses on Low Street are likely to be “priority “T” junctions <strong>with</strong> ghost<br />

isl<strong>and</strong> turning facilities provided for these new junctions <strong>and</strong> also for<br />

existing adjacent junctions in order to increase safety”. The<br />

Development Brief also shows that the whole of the allocation site (<strong>with</strong><br />

the exception of 5 units off Carousel Walk <strong>and</strong> 5 off Fairfield Link) are<br />

to be served through the main spine route. The Development Brief<br />

also sets a context for a Transport Assessment relating to applications<br />

on the site.<br />

2.9.5 At a regional level the RSS, Policies YH7, T1, T2, T3 are relevant to<br />

the highways <strong>and</strong> access elements of the proposed scheme, <strong>with</strong> YH7<br />

advising that identifying sites for development LPA’s should adopt a<br />

transport-orientated approach to ensure that development makes the<br />

best use of existing infrastructure <strong>and</strong> capacity, takes account of<br />

constraints <strong>and</strong> deliverable improvements particularly in relation to<br />

junctions on the strategic road network <strong>and</strong> maximising accessibility to<br />

walking <strong>and</strong> cycling.<br />

2.9.6 However, the Development Plan policies now need to be read in the<br />

light of NPPF paragraphs 29 to 41 which relate to promoting<br />

sustainable transport in order to contribute to wider sustainability <strong>and</strong><br />

health objectives. In particular, paragraph 32 states that all<br />

developments which generate significant amounts of movement should<br />

be supported by a Transport Statement or Transport Assessment <strong>and</strong><br />

that decisions should take into account whether the opportunities for<br />

sustainable transport modes have been taken up depending on the<br />

nature <strong>and</strong> location of the site, to reduce the need for major transport<br />

infrastructure, safe <strong>and</strong> suitable access to the site can be achieved for<br />

all people <strong>and</strong> improvements can be undertaken <strong>with</strong>in the transport<br />

network that cost effectively limit the significant impacts of the<br />

development.<br />

2.9.7 The submitted Environmental Statement together <strong>with</strong> the Transport<br />

Statements <strong>and</strong> modelling data assesses the impact on the existing<br />

highway resulting from the two Redrow <strong>and</strong> Persimmon schemes (100<br />

units <strong>and</strong> 498 units) together <strong>with</strong> the cumulative impact that could<br />

potentially result from the further 120 dwellings to the west of the site.<br />

2.9.8 The report specifically looks at the following aspects:<br />

• Existing <strong>and</strong> baseline traffic levels on the local road network.<br />

• Additional developments from which generated traffic needed to be<br />

considered.<br />

• Analysis of development generated trips based on traffic counts.<br />

• Distribution/assignment of trips using count information of existing<br />

residential development in Sherburn in Elmet cross referenced <strong>with</strong><br />

census data.<br />

• Highway impact assessments using appropriate industry st<strong>and</strong>ard<br />

modelling software.<br />
