• Building affordable houses will attract the wrong type of person from<br />

outside Sherburn <strong>and</strong> this will lead to a higher crime rate which will<br />

reflect what has happened already from the new estate at the<br />

bottom of Moor Lane.<br />

• Plan is for 700 to 1000 houses in the fields, these builds could be 5<br />

to 10 years depending on sales <strong>and</strong> general Market conditions,<br />

bearing in mind that actual experience of developers who have built<br />

in Sherburn is that they have ab<strong>and</strong>oned sites for months <strong>and</strong><br />

indeed years on end when it suits them <strong>and</strong> do not believe any time<br />

scales will be imposed if planning is granted. There is currently<br />

plenty of available housing of all values <strong>and</strong> sizes left unsold in<br />

Sherburn including on the applicants own existing sites <strong>and</strong> do not<br />

believe that there is a need for the level of social or affordable<br />

housing that is being applied to these sites<br />

• The council cannot demonstrate any local need for over 200<br />

affordable homes given that it is unable to nominate too many types<br />

of accommodation in the area leaving voids unfilled for several<br />

months. It is apparent that in an attempt to fill vacancies, it has<br />

imported new residents from the Wakefield area, some of whom are<br />

now contributing to a significant increase in local anti social<br />

behaviour to the detriment of local (elderly) residents. It is likely that<br />

any increase in provision will be filled by residents <strong>with</strong> no<br />

connection or ties to the area <strong>and</strong> it is still common practice for<br />

social l<strong>and</strong>lords <strong>and</strong> councils to offload problems outside of their<br />

area.<br />

• The council also decided to transfer properties on the existing new<br />

development to the management of Broadacres Housing<br />

Association whose nearest office is Northallerton, who have no<br />

connection or interest in the area save for exp<strong>and</strong>ing their<br />

development programme<br />

• According to the BBC this week national figures stated that over<br />

7000 dwellings remain unsold nationally, <strong>with</strong> fewer than 700 being<br />

sold monthly, house prices are dropping <strong>and</strong> expect to drop further,<br />

the housing market is not moving <strong>and</strong> is not expecting to any time<br />

soon. Why are the laws of supply <strong>and</strong> dem<strong>and</strong> are being ignored<br />

<strong>and</strong> how does increasing the supply (in this case houses) when<br />

there is no or low dem<strong>and</strong> make sense if you are trying to invigorate<br />

an economy.<br />

Emerging Local Planning Policy<br />

• Redrow /Persimmon suggest that their applications are in line <strong>with</strong><br />

the new plan which is being developed, but public consultation on<br />

this will still be taking place when the applications are due to be<br />

decided. If Redrow/Persimmon can get applications approved<br />

during the period of public consultation on the new policy then<br />

clearly public consultation is effectively bypassed <strong>and</strong> the process is<br />

meaningless. Because of the above, <strong>and</strong> the fact that the on going<br />

SADPD review is still not completed should lead to the automatic<br />

rejection of these submissions at this time.<br />
