Given that the proposal would be for the replacement of an existing care home <strong>and</strong> that<br />

the site was served by public transport it was considered that the proposal would not<br />

conflict <strong>with</strong> the aims of pursuing sustainable development.<br />

Benefits of the Scheme<br />

Planning Committee considered that the proposal brought tangible benefits for health <strong>and</strong><br />

social care provision, by creating a new facility that was fit for purpose <strong>and</strong> which the new<br />

extra care facility would enable care provision to accord <strong>with</strong> the County Council’s ‘Care<br />

for Life’ philosophy.<br />

Conclusion<br />

Planning Committee concluded that the substantial benefits of the scheme in relation to<br />

the improvement of the setting of the listed church <strong>and</strong> Scarthingwell Park of local historic<br />

interest <strong>and</strong> the improvements of health care to be provided clearly outweighed the harm<br />

by reason of inappropriateness, the very limited harm to openness <strong>and</strong> to be protected<br />

species. In respect of other issues, such as drainage <strong>and</strong> highway safety, it was<br />

considered they had no significant weight in the determination of whether very special<br />

circumstances existed.<br />

As such Planning Committee that although the proposal is a departure to the adopted<br />

development plan, other considerations justified approval of the application.<br />
