Recommendation:<br />

This planning application is recommended to be APPROVED subject to the<br />

Secretary of State not calling in the application for determination <strong>and</strong> to conditions<br />

detailed in Paragraph 2.14 of the Report.<br />

1. Introduction <strong>and</strong> background<br />

1.1 The Site<br />

1.1.1 The application site is the existing Highfield Nursing Home which is located <strong>with</strong>in<br />

Scarthingwell Park to the north of Barkston Ash.<br />

1.1.2 The principal building is sited to the north west of, <strong>and</strong> partially encloses, the<br />

Church of the Immaculate Conception which is Grade II Listed <strong>and</strong> used to be<br />

connected to the former Scarthingwell Hall. The hall was demolished in the 1960’s.<br />

It is understood that the Nursing Home was developed on the site of the hall but<br />

detached from the Church. The church is surrounded by, but excluded from, the<br />

application site.<br />

1.1.3 The application site includes the principal two-storey Nursing Home building, a<br />

detached single storey building, sub station <strong>and</strong> garage/store, together <strong>with</strong> parking<br />

<strong>and</strong> circulation areas <strong>and</strong> l<strong>and</strong>scaped grounds.<br />

1.1.4 There are three directions of access to the site. Firstly, from the west from the<br />

A162 <strong>and</strong> Lakeside Approach; from the north via Scarthingwell Lane which also<br />

serves Scarthingwell Golf Club; <strong>and</strong> from the south through Barkston Ash. All of<br />

these roads are single track, <strong>with</strong> passing places <strong>and</strong> are private.<br />

1.1.5 The site <strong>and</strong> Scarthingwell Park are located <strong>with</strong>in the Green Belt <strong>and</strong> the park is a<br />

locally designated Historic Park <strong>and</strong> Garden.<br />

1.1.6 There is a Group Tree Preservation Order from 1985 across the Park.<br />

1.1.7 The site is not <strong>with</strong>in a conservation area <strong>and</strong> there are no other local or national<br />

l<strong>and</strong>scape designations or constraints.<br />

1.2. The Proposal<br />

1.2.1 The proposal is an extension of time application to approval 2007/1199/PA<br />

(8/67/1AA/PA) for the erection of a 50 bed care home <strong>with</strong> additional 15 close care<br />

apartments following demolition of the existing care home. The proposed scheme<br />

remains as per the details originally approved.<br />

1.2.2 The application proposes the phased redevelopment of the existing 55 bed care<br />

home (excluding the sub station <strong>and</strong> garage/store) to provide a single, two <strong>and</strong><br />

three-storey development in two principal wings. On completion there would be 50<br />
