Wish to <strong>with</strong>draw our objection to the above applications this decision<br />

has been taken in the expectation of the future expansion of Athelstan<br />

CP School <strong>and</strong> following;<br />

1) Approval of the change of use application NY/2012/0171/COU for<br />

l<strong>and</strong> adjacent to the school site.<br />

2) Consideration of the local <strong>and</strong> national planning policies which would<br />

influence a future detailed planning application for development of the<br />

enlarged site including the National Planning Policy Framework.<br />

Please note the requirement for developer contributions to education<br />

infrastructure, both l<strong>and</strong> <strong>and</strong> financial, which would require s.106<br />

provision should the residential development be approved by SDC.<br />

1.4.5 North Yorkshire And York Primary Care Trust<br />

The PCT have confirmed that a contribution towards healthcare<br />

provision may be required.<br />

1.4.6 North Yorkshire Heritage Officer<br />

Would support the recommendations given in the Cultural Heritage<br />

Chapter submitted <strong>with</strong> the application. A written scheme of<br />

investigation should be submitted <strong>and</strong> approved by the Local Planning<br />

Authority in advance of development commencing on site. In order<br />

secure the implementation of such a scheme of archaeological<br />

recording a condition should be appended to any planning permission<br />

granted.<br />

1.4.7 <strong>Selby</strong> <strong>District</strong> Council – Waste & Recycling<br />

A contribution for provision of waste <strong>and</strong> recycling provision for the<br />

proposed dwellings would be required in line <strong>with</strong> the Council’s SPD on<br />

Developer Contributions. As the application is in outline, then if is<br />

assumed that all the units will be dwellings <strong>with</strong> gardens rather then a<br />

mix of apartments then the scale of the contribution would be £5,100<br />

based on current requirements.<br />

1.4.8 Police Architectural Liaison Officer (PALO) - North Yorkshire Police<br />

Crime <strong>and</strong> anti social behaviour levels are particularly high in the<br />

Sherburn in Elmet area therefore there is a need for developers to<br />

adopt designing out crime measures into their proposals to comply <strong>with</strong><br />

National Planning Policy Guidance. It is therefore pleasing to note that<br />

the Design <strong>and</strong> Access Statement submitted clearly acknowledges that<br />

crime prevention is an important consideration in line <strong>with</strong> the NPPF. It<br />

is fully appreciated that at this stage this outline planning application is<br />

only seeking to establish the principle of development <strong>and</strong> the general<br />

principles of designing out crime have been highlighted as measures to<br />

be considered when finer detail of design is drawn up.<br />

This proposal is part of a larger scheme which will eventually see a total<br />

of 598 dwellings built on l<strong>and</strong> between Moor Lane <strong>and</strong> Low Street, a<br />
