character <strong>and</strong> appearance of the conservation area in accordance <strong>with</strong> policies<br />

ENV1, ENV25 <strong>and</strong> H6 of the <strong>Selby</strong> <strong>District</strong> Local Plan <strong>and</strong> the NPPF.<br />

2.10 L<strong>and</strong>scaping <strong>and</strong> Boundary treatments<br />

2.10.1 Policies ENV1 (4), ENV25 (2) <strong>and</strong> (4) of the <strong>Selby</strong> <strong>District</strong> Local Plan require<br />

proposals to take account of the st<strong>and</strong>ard of l<strong>and</strong>scaping. In addition Policy ENV21<br />

requires where appropriate, proposals for development to incorporate l<strong>and</strong>scaping<br />

as an integral element in the layout <strong>and</strong> design including the retention of existing<br />

trees <strong>and</strong> hedgerows <strong>and</strong> planting of native, locally occurring species. These<br />

policies should be afforded significant weight given that they do not conflict <strong>with</strong> the<br />

NPPF in terms of design quality.<br />

2.10.2 The application site contains a number of trees along <strong>with</strong> overgrown vegetation. A<br />

tree report has been submitted <strong>with</strong> the application which fully assesses the health<br />

<strong>and</strong> contribution of the existing trees <strong>and</strong> concludes that the five trees surveyed are<br />

surrounded by competitive vegetation <strong>and</strong> old outbuildings <strong>and</strong> subsequently the<br />

trees form <strong>and</strong> general health is poor <strong>and</strong> although the trees could be improved by<br />

remedial works they are unlikely to make good specimens <strong>and</strong> selected new stock<br />

would therefore make a more sustainable long term contribution to the area. The<br />

contents of this report are noted <strong>and</strong> there are no objections to the removal of the<br />

trees identified, however it would be recommended that a condition be imposed for<br />

a l<strong>and</strong>scaping <strong>and</strong> tree planting scheme to be submitted to ensure that those trees<br />

lost are replaced, preferably <strong>with</strong> the species identified in the recommendations of<br />

the tree report as these would be more suited to the area.<br />

2.10.3 The design <strong>and</strong> appearance of proposed boundary treatments has not been<br />

included in the submission, however these details can be conditioned.<br />

2.10.4 Having taken these issues into account it is considered that the proposals would be<br />

acceptable in terms of l<strong>and</strong>scaping, subject to conditions, in accordance <strong>with</strong><br />

Policies ENV1, ENV25 <strong>and</strong> ENV21 of the <strong>Selby</strong> <strong>District</strong> Local Plan <strong>and</strong> the NPPF.<br />

2.11 Comprehensive Development of L<strong>and</strong>, Backl<strong>and</strong> <strong>and</strong> T<strong>and</strong>em Development<br />

2.11.1 Policy H6(4) requires that development should not compromise the future<br />

comprehensive development of l<strong>and</strong> <strong>with</strong> Policy H6(5) requiring that development<br />

would not constitute an unacceptable form of backl<strong>and</strong> or t<strong>and</strong>em development.<br />

2.11.2 It is not considered that the proposal would compromise the future comprehensive<br />

development as there is residential development to the north, south <strong>and</strong> east <strong>with</strong><br />

the Village Green to the west. In addition the site due to its position fronting Silver<br />

Street is not considered to form backl<strong>and</strong> or t<strong>and</strong>em development. The proposals<br />

are therefore in accordance <strong>with</strong> Policy H6 (4) <strong>and</strong> (5).<br />

2.12 Flood Risk, Drainage <strong>and</strong> Climate Change<br />

2.12.1 Regional Spatial Strategy Policy YH2 relates to climate change <strong>and</strong> resource use<br />

through encourage better, energy, resource <strong>and</strong> water efficient buildings <strong>and</strong><br />

minimising resource dem<strong>and</strong>s from development. In addition Policy ENV5 requires<br />

the region to maximise improvements in energy efficiency <strong>and</strong> increase in<br />

renewable energy capacity.<br />
