2.10.1 Policies H6(6) <strong>and</strong> ENV1(5) states that proposals should not harm<br />

acknowledged nature conservation interests, or result in the loss of<br />

open space of recreation or amenity value, or which is intrinsically<br />

important to the character of the area. These policies should be given<br />

some weight as they are consistent <strong>with</strong> the NPPF.<br />

2.10.2 The site comprises an area of garden curtilage. The application site is<br />

not a site of nature conservation interest <strong>and</strong> is not known to support<br />

any protected species/habitat of conservation value. The proposal is<br />

therefore considered to be acceptable <strong>and</strong> in accordance <strong>with</strong> H6 of<br />

the <strong>Selby</strong> <strong>District</strong> Local Plan, ENV1 of the Local Plan <strong>and</strong> the NPPF<br />

<strong>with</strong> respect to nature conservation.<br />

2.11 Drainage Considerations<br />

2.11.1 Policy YH2 of the Regional Spatial Strategy relates to climate change<br />

<strong>and</strong> resource use through encourage better, energy, resource <strong>and</strong><br />

water efficient buildings <strong>and</strong> minimising resource dem<strong>and</strong>s from<br />

development. In addition Policy ENV5 requires the region to maximise<br />

improvements in energy efficiency <strong>and</strong> increase in renewable energy<br />

capacity.<br />

2.11.2 The NPPF paragraph 94 states that local planning authorities should<br />

adopt proactive strategies to mitigate <strong>and</strong> adapt to climate change,<br />

taking full account of flood risk, coastal change <strong>and</strong> water supply <strong>and</strong><br />

dem<strong>and</strong> considerations. NPPF Paragraph 95 states to support the<br />

move to a low carbon future, local planning authorities should plan for<br />

new development in locations <strong>and</strong> ways which reduce greenhouse gas<br />

emissions; actively support energy efficiency improvements to existing<br />

buildings.<br />

2.11.3 The application site is located in Flood Zone 1 which is at low<br />

probability of flooding. In terms of drainage the application states that<br />

foul sewage would be connected to the mains sewer <strong>with</strong> surface water<br />

directed to a soakaway. Yorkshire Water <strong>and</strong> the Internal Drainage<br />

Board have been consulted on these methods of drainage <strong>and</strong> raised<br />

no objections. It is therefore considered that the drainage proposals<br />

are acceptable.<br />

2.12 Conclusion<br />

2.12.1 The development of this site for the erection of one dwelling would be<br />

considered acceptable in principle, despite the proposals not being in<br />

accordance <strong>with</strong> Policy H2A, limited weight should be attached to the<br />

non compliance <strong>with</strong> Policy H2A <strong>and</strong> significant weight should be<br />

attached to the site being identified as a designated service village<br />

capable of accommodating additional small scale development <strong>and</strong> the<br />

proposals not causing harm to the local area in accordance <strong>with</strong> the<br />

NPPF.<br />
