emissions; actively support energy efficiency improvements to existing<br />

buildings.<br />

The application site is located in Flood Zone 1 which is at low<br />

probability of flooding. Given the nature of the proposal <strong>and</strong> the<br />

location of the site outside a flood risk area, it is concluded that the<br />

proposal would be acceptable in terms of drainage. The application<br />

indicates that the disposal of foul sewage would be through the main<br />

sewer <strong>and</strong> Yorkshire Water have raised no objections to this. In terms<br />

of surface water it is proposed that this be directed to a soakaway,<br />

which the Drainage Board <strong>and</strong> Yorkshire Water have raised no<br />

objection it is therefore considered that the proposed drainage<br />

arrangements are considered to be acceptable.<br />

2.13 Conclusion<br />

2.13.1 The development of this site for the erection of one dwelling would be<br />

considered acceptable in principle, despite the proposals not being in<br />

accordance <strong>with</strong> Policy H2A, limited weight should be attached to the<br />

non compliance <strong>with</strong> Policy H2A <strong>and</strong> significant weight should be<br />

attached to the site being identified as a designated service village<br />

capable of accommodating additional small scale development <strong>and</strong> the<br />

proposals not causing harm to the local area in accordance <strong>with</strong> the<br />

NPPF.<br />

2.13.2 Having assessed the proposals against the relevant policies the<br />

proposals are considered to be acceptable in respect of the design <strong>and</strong><br />

effect upon the character of the conservation area, flood risk, drainage,<br />

climate change, impact on highways, residential amenity, nature<br />

conservation <strong>and</strong> contamination.<br />

2.13.2 The proposed developed is therefore considered to be contrary to the<br />

provisions of the Development Plan however there are material<br />

considerations as described above that are considered to be of<br />

sufficient weight to outweigh this conflict <strong>and</strong> therefore planning<br />

permission is recommended subject to conditions.<br />

2.14 Recommendation<br />

This planning application is recommended to be APPROVED<br />

subject to the following conditions:<br />
