2.8.6 The rear elevation of the dwelling would face onto a sports field <strong>with</strong><br />

the front elevation achieving an adequate separation distance from the<br />

properties on the opposite side of Common Lane. The proposals are<br />

considered to achieve acceptable separation distances so as to ensure<br />

that there would be no significant impact in terms of residential amenity<br />

in accordance <strong>with</strong> Policy ENV1 (1) <strong>and</strong> H6 (2).<br />

2.9 Impact on Highway Safety<br />

2.9.1 Policies ENV1(2), H6(3), T1 <strong>and</strong> T2 of the Local Plan require<br />

development to ensure that there is no detrimental impact on the<br />

existing highway network or parking arrangements. These Local Plan<br />

policies should be afforded significant weight as they are broadly<br />

consistent <strong>with</strong> the aims of the NPPF to foster good design.<br />

2.9.1 North Yorkshire County Council Highways Officers have considered<br />

the proposals in relation to the parking provision, access <strong>and</strong> impact on<br />

the existing highway network <strong>and</strong> have not raised any objections<br />

subject to the inclusion of conditions. The proposals are therefore<br />

considered acceptable <strong>and</strong> are in accordance <strong>with</strong> Policies ENV1(2),<br />

H6(3), T1 <strong>and</strong> T2 of the <strong>Selby</strong> <strong>District</strong> Local Plan.<br />

2.10 Nature Conservation Interests<br />

2.10.1 Policies H6 (6) <strong>and</strong> ENV1 (5) states that proposals should not harm<br />

acknowledged nature conservation interests, or result in the loss of<br />

open space of recreation or amenity value, or which is intrinsically<br />

important to the character of the area.<br />

2.10.1 The application site is not a site of nature conservation interest <strong>and</strong> is<br />

not known to support any protected species/habitat of conservation<br />

value. The proposal is therefore considered to be acceptable <strong>and</strong> in<br />

accordance <strong>with</strong> H6 of the <strong>Selby</strong> <strong>District</strong> Local Plan.<br />

2.12 Drainage Considerations<br />

2.12.1 Policy YH2 of the Regional Spatial Strategy relates to climate change<br />

<strong>and</strong> resource use through encourage better, energy, resource <strong>and</strong><br />

water efficient buildings <strong>and</strong> minimising resource dem<strong>and</strong>s from<br />

development. In addition Policy ENV5 requires the region to maximise<br />

improvements in energy efficiency <strong>and</strong> increase in renewable energy<br />

capacity.<br />

2.12.2 The NPPF paragraph 94 states that local planning authorities should<br />

adopt proactive strategies to mitigate <strong>and</strong> adapt to climate change,<br />

taking full account of flood risk, coastal change <strong>and</strong> water supply <strong>and</strong><br />

dem<strong>and</strong> considerations. NPPF Paragraph 95 states to support the<br />

move to a low carbon future, local planning authorities should plan for<br />

new development in locations <strong>and</strong> ways which reduce greenhouse gas<br />
