2.6 Key Issues<br />

The key issues in the consideration of this application are considered to be:<br />

1) The principle of the development<br />

2) Impact on the Green Belt<br />

3) Sustainable development<br />

4) Design, layout <strong>and</strong> scale<br />

5) Impact on the highway network<br />

6) Flood risk <strong>and</strong> drainage<br />

2.7 The Principle of the Development<br />

2.7.1 The application site is located on the Bypass Park Estate, a small established<br />

industrial estate located <strong>with</strong>in the green belt.<br />

2.7.2 Policy EMP1 of the <strong>Selby</strong> <strong>District</strong> Local Plan states that ‘Provision for new<br />

industrial/business development has mainly been in <strong>and</strong> around <strong>Selby</strong>, Sherburn in<br />

Elmet, Tadcaster <strong>and</strong> Eggborough. These locations provide the best opportunities<br />

for job creation <strong>with</strong>out compromising the environmental objectives of the plan.’<br />

2.7.3 Policy EMP4 of the local plan relates to the retention of established employment<br />

areas. It states that it is important that the main concentrations of employment in the<br />

plan area are found in <strong>and</strong> around the market <strong>and</strong> service villages. It goes on to say<br />

that, is important that these areas, which have proved acceptable locations for<br />

employment uses, are retained as they make an important contribution to the local<br />

economy <strong>and</strong> are well related to the local workforce <strong>and</strong> public transport providing a<br />

variety of premises <strong>and</strong> opportunities for the relocation <strong>and</strong>/or expansion of<br />

businesses.<br />

2.7.4 Whilst the site is not <strong>with</strong>in the established employment area as identified on the<br />

local plan proposals map, it is <strong>with</strong>in an existing small cluster of commercial<br />

buildings on the opposite side of the railway line which make up a small industrial<br />

estate. As such regard should be had to the requirements of the policy <strong>and</strong> its aim<br />

to retain <strong>and</strong> support existing employment uses.<br />

2.7.5 This area has its own established access road which is off the A162. The site is<br />

<strong>with</strong>in the Green Belt as are the surrounding commercial uses to the north <strong>and</strong><br />

south of the site, <strong>with</strong> the area a short distance to the north of the site being<br />

allocated as a major development site <strong>with</strong>in the Green Belt. This has since been<br />

built out.<br />

2.7.6 The decision making process when considering proposals for development in the<br />

Green Belt is in three stages, <strong>and</strong> is as follows:-<br />
