the context of the release of the Phase 2 sites <strong>with</strong>in the Local Plan. Having<br />

had regard to this matter, the proposals are considered acceptable <strong>and</strong><br />

accord <strong>with</strong> policy. In addition in terms of the proposed access to the site,<br />

implications of the development on the wider highways network, the<br />

environmental impacts of the scheme in terms of flood risk, drainage, ecology<br />

/ biodiversity, l<strong>and</strong> contamination, energy efficiency <strong>and</strong> cumulative impact the<br />

proposals are considered acceptable in accordance <strong>with</strong> policy.<br />

The proposals would also contribute to the general housing provision <strong>with</strong>in<br />

the <strong>District</strong> including the provision for affordable housing <strong>and</strong> would provide<br />

financial contributions towards the provision of recreational open space,<br />

education, waste <strong>and</strong> recycling facilities <strong>and</strong> would secure a travel plan.<br />

As such, having had regard to the development plan, all other relevant local<br />

<strong>and</strong> national planning policies, consultation responses received to date <strong>and</strong> all<br />

other material planning considerations, it is considered that the proposed<br />

development is acceptable in principle <strong>and</strong> accords <strong>with</strong> policy.<br />

Recommendation:<br />

This planning application is recommended to be APPROVED subject to:<br />

i) Delegation being given to officers to complete the Section 106<br />

Agreement to secure contributions for highways, affordable<br />

housing provision, recreational open space, education <strong>and</strong><br />

waste <strong>and</strong> recycling facilities <strong>and</strong> to secure a travel plan, ensure<br />

deliverability of the school l<strong>and</strong> <strong>and</strong> to restrict parts of the site to<br />

two storey; <strong>and</strong><br />

ii) the conditions detailed in paragraph 2.27.1 of this report<br />

1. Introduction <strong>and</strong> background<br />

1.1 The Site<br />

1.1.1 The application site is part of the Phase 2 SHB/1B allocation as defined<br />

in the <strong>Selby</strong> <strong>District</strong> Local Plan (2005) <strong>and</strong> lies between Moor Lane <strong>and</strong><br />

Low Street to the south of the village centre <strong>and</strong> to the east of Low<br />

Street.<br />

1.1.2 The site covers an area of approximately 6.58 hectares of agricultural<br />

l<strong>and</strong> <strong>and</strong> is irregular in terms of shape.<br />

1.1.3 Residential properties are located to the north of the site off Moor Lane<br />

<strong>and</strong> two further applications for residential schemes are proposed for<br />

the areas of l<strong>and</strong> to the south west <strong>and</strong> west of this site for 498 units<br />

<strong>and</strong> 120 units respectively.<br />

1.1.4 To the north lies the Phase 1 (SHB/1A) site developed for 193<br />

dwellings by Redrow <strong>and</strong> Persimmon <strong>and</strong> to the far south of the<br />

application site lies agricultural l<strong>and</strong>.<br />
