e required unless deficiencies elsewhere in the settlement merit a<br />

combination of on-site <strong>and</strong> off-site provision.<br />

2.13.2 At the site specific level Policy SHB/1B states the proposals must make<br />

provision for:<br />

(2) An interlinked system of amenity space, cycleways <strong>and</strong><br />

footpaths, providing access to adjoining residential areas, the<br />

town centre, the railway station <strong>and</strong> employment areas;<br />

2.13.3 Further guidance on provision <strong>and</strong> the requirements arising from<br />

developments are set out in the Council’s Developers Contributions<br />

policies.<br />

2.13.4 In terms of recreational open space then the “Approved Development<br />

Brief” for the wider site from 2003, notes that the “The precise amount,<br />

type <strong>and</strong> location of any open space will be negotiated between the<br />

developer, the <strong>District</strong> Council <strong>and</strong> the Parish Council. Consideration<br />

may also be given to the possibility of some recreation open space<br />

being met through commuted payments to enhance existing open<br />

space, including upgrading or contributing to the maintenance of the<br />

Pasture way recreation area”.<br />

2.13.5 At a regional level, Policy ENV11 of the RSS relates to “Health,<br />

Recreation <strong>and</strong> Sport” <strong>and</strong> encourages the provision of new facilities,<br />

the creation of pedestrian <strong>and</strong> cycle routes.<br />

2.13.6 The NPPF Paragraph 70 states that to deliver the social, recreational<br />

<strong>and</strong> cultural facilities <strong>and</strong> services the community needs, planning<br />

policies <strong>and</strong> decisions should plan positively for the provision <strong>and</strong> use<br />

of shared space, community facilities (such as local shops, meeting<br />

places, sports venues, cultural buildings, public houses <strong>and</strong> places of<br />

worship) <strong>and</strong> other local services to enhance the sustainability of<br />

communities <strong>and</strong> residential environments.<br />

2.13.7 NPPF Paragraph 73 requires access to high quality open spaces <strong>and</strong><br />

opportunities for sport <strong>and</strong> recreation which can make an important<br />

contribution to the health <strong>and</strong> well-being of communities.<br />

2.13.8 The indicative layout plan shows some on site provision for recreational<br />

open space, however does not provide the full amount required due to<br />

the site being located immediately adjacent to existing recreational<br />

open space facilities <strong>and</strong> being accessible to those proposed on the<br />

remainder of the Phase 2 site. As it was envisaged that the site be<br />

developed in a comprehensive manner <strong>and</strong> the Development Brief<br />

states that a combination of on-site <strong>and</strong> off-site facilities would be<br />

appropriate the proposals are considered acceptable <strong>and</strong> the shortfall<br />

would be made up by a contribution which would be secured via a<br />

Section 106 agreement. The Parish Council have confirmed that they<br />

have got ongoing projects which the contribution could be utilised for.<br />
