indicative details appear acceptable this will need to be subject of<br />

further consideration as part of the reserved matters submissions.<br />

Therefore, it is recommended that any permission granted is subject to<br />

a condition.<br />

2.10.9 Having given regard to the above, it is considered that the scheme is<br />

acceptable in terms of the indicative l<strong>and</strong>scaping as shown on the<br />

submitted plans, subject to conditions, in accordance <strong>with</strong> Policies<br />

ENV20, ENV21 (A) <strong>and</strong> SHB/1B of the <strong>Selby</strong> <strong>District</strong> Local Plan as well<br />

as Policy ENV10 of the RSS <strong>and</strong> the approach outlined in the NPPF.<br />

2.11 L<strong>and</strong>scape Character <strong>and</strong> Visual Amenity of the Area<br />

2.11.1 Policies ENV1 (1) requires proposals to take account the effect upon<br />

the character of the area <strong>with</strong> (4) requiring proposals to take account<br />

the st<strong>and</strong>ard of layout in relation to the site <strong>and</strong> its surroundings <strong>and</strong><br />

associated l<strong>and</strong>scaping. In addition the Village Design Statement<br />

explains the unique qualities <strong>and</strong> character of the village in order that<br />

new development can be designed to respect the context of the area.<br />

2.11.2 At a regional level the RSS Policy ENV10 requires that “Plans,<br />

strategies, investment decisions <strong>and</strong> programmes should safeguard<br />

<strong>and</strong> enhance the following l<strong>and</strong>scapes <strong>and</strong> related assets of regional,<br />

sub-regional <strong>and</strong> local importance”.<br />

2.11.3 In addition, Paragraph 58 of the NPPF states that decisions should aim<br />

to ensure that developments are visually attractive as a result of good<br />

architecture <strong>and</strong> appropriate l<strong>and</strong>scaping.<br />

2.11.4 The Environmental Statement includes a L<strong>and</strong>scape <strong>and</strong> Visual Impact<br />

Assessment which considers the l<strong>and</strong>scape character, l<strong>and</strong>scape <strong>and</strong><br />

visual receptors <strong>and</strong> potential effects of the development upon<br />

individual l<strong>and</strong>scape/townscape features <strong>and</strong> elements,<br />

l<strong>and</strong>scape/townscape character <strong>and</strong> quality <strong>and</strong> the visual amenity of<br />

people who view the l<strong>and</strong>scape taken from varying visual receptors<br />

<strong>and</strong> concludes that the changes to the l<strong>and</strong>scape character <strong>and</strong> visual<br />

amenity as a result of the development are not significant.<br />

2.11.5 Not<strong>with</strong>st<strong>and</strong>ing this, the statement states that key elements of<br />

l<strong>and</strong>scape mitigation <strong>with</strong>in the scheme are shown on the l<strong>and</strong>scape<br />

masterplan <strong>and</strong> are as follows:<br />

• Existing trees along the southern boundary to be retained. New<br />

trees planted along this boundary to supplement <strong>and</strong> strengthen the<br />

visual screening effect of existing boundary planting. New planting<br />

will also ensure long-term establishment of this boundary planting<br />

which is currently fragmented <strong>and</strong> neglected.<br />
