• Adequate facilities are provided on site, prior to first occupation, to<br />

encourage residents <strong>and</strong> visitors to use alternative modes of travel;<br />

• All potential new residents are provided <strong>with</strong> sufficient information<br />

<strong>and</strong> advice to allow them to make reasoned choices <strong>with</strong> regard<br />

sustainable travel.<br />

• An initial travel survey is submitted by all new residents to establish<br />

a base-line which will assist in encouraging alternative travel<br />

patterns <strong>and</strong> to monitor change.<br />

• A travel Plan Co-ordinator would be appointed to positively market<br />

<strong>and</strong> promote the use of bus, rail, walking <strong>and</strong> cycling.<br />

2.9.17 NYCC Highways have confirmed that the submitted “Travel Plan” is<br />

acceptable <strong>and</strong> delivery can be secured via Section 106 Agreement in<br />

line <strong>with</strong> the National Planning Policy Framework.<br />

Cycle/pedestrian routes<br />

2.9.18 Policy T7 outlines that the <strong>District</strong> Council will seek to promote the<br />

objectives of the national cycling strategy by encouraging the<br />

development of a quality cycle route network including ensuring that<br />

developers make fair <strong>and</strong> reasonable contributions towards the cost of<br />

providing cycle parking facilities <strong>and</strong> cycle routes on new developments<br />

which link to nearby existing or proposed routes or facilities <strong>and</strong><br />

ensuring that new development proposals do not sever points used by<br />

cyclists/pedestrians unless satisfactory alternative routes are made<br />

available. Policy T7 also states that “in assessing all development<br />

proposals, special regard will be given to the opportunity of<br />

improving/creating cycle routes <strong>and</strong> providing cycle parking”.<br />

2.9.19 At the site specific level, Policy SHB/1B states the proposals must<br />

make provision for:<br />

(2) An interlinked system of amenity space, cycleways <strong>and</strong> footpaths,<br />

providing access to adjoining residential areas, the town centre,<br />

the railway station <strong>and</strong> employment areas;<br />

2.9.20 RSS policies T1, T2 <strong>and</strong> T3 relate to the encouragement of modal shift<br />

/ personal travel reduction <strong>and</strong> parking.<br />

2.9.21 In terms of pedestrian access the indicative plan shows how roads<br />

could have parallel footways to ensure pedestrian <strong>and</strong> cycle<br />

accessibility <strong>and</strong> also how the footpath along the southern <strong>and</strong> northern<br />

boundaries could be retained <strong>and</strong> could link into the Low Street/Moor<br />

Lane development.<br />

Car Parking <strong>with</strong>in the Scheme<br />

2.9.22 The detailed site layout will be considered as part of the required<br />

reserved matters submissions should outline consent be granted.<br />
