Sustainable Transport <strong>and</strong> Travel Plan Framework<br />

2.9.12 Policy T6 states that the “<strong>District</strong> Council will encourage the provision<br />

of effective bus <strong>and</strong> rail services by ensuring that development<br />

proposals for housing, employment, retail, leisure <strong>and</strong> other generators<br />

of travel dem<strong>and</strong> are located where they would be capable of being<br />

well served by public transport” <strong>and</strong> requires “developers to provide<br />

road layouts <strong>and</strong> roads that are suitable for buses, where appropriate.”<br />

2.9.13 The “Approved Development Brief”, for the wider site dated 2003,<br />

notes the need for new bus stops, the provision of a service through<br />

the site <strong>and</strong> the provision of bus stops <strong>with</strong>in the development site <strong>and</strong><br />

the need for discussions <strong>with</strong> bus operators accordingly. The<br />

Development Brief also sets a context for a Transport Assessment<br />

relating to applications on the site.<br />

2.9.14 Paragraphs 34 <strong>and</strong> 35 of the NPPF state decisions should ensure<br />

developments that generate significant movement are located where<br />

the need to travel will be minimised <strong>and</strong> the use of sustainable<br />

transport modes can be maximised <strong>and</strong> should exploit opportunities for<br />

the use of sustainable transport methods. Therefore, developments<br />

should be located <strong>and</strong> designed where practical to accommodate the<br />

efficient delivery of goods <strong>and</strong> supplies; give priority to pedestrian <strong>and</strong><br />

cycle movements, <strong>and</strong> have access to high quality public transport<br />

facilities; create safe <strong>and</strong> secure layouts which minimise conflicts<br />

between traffic <strong>and</strong> cyclists or pedestrians, avoiding street clutter;<br />

incorporate facilities for charging plug-in <strong>and</strong> other ultra-low emission<br />

vehicles; <strong>and</strong> consider the needs of people <strong>with</strong> disabilities by all<br />

modes of transport. Paragraph 36 states that all developments which<br />

generate significant amounts of movement should be required to<br />

provide a Travel Plan.<br />

2.9.15 The application notes that the site is located <strong>with</strong>in an accessible<br />

proximity through neighbouring housing estates to a local bus route<br />

which is served by two bus services offering access to Tadcaster,<br />

Pontefract, <strong>Selby</strong> <strong>and</strong> Leeds. Additionally the Sherburn in Elmet train<br />

station is less than 1km walk away from the site which provides access<br />

to York, Sheffield, Hull, <strong>Selby</strong>, Pontefract. In addition South Milford<br />

train station is approximately 2km from the site offering access to<br />

<strong>Selby</strong>, Leeds, Bradford, Halifax <strong>and</strong> Huddersfield. Both train stations<br />

offer access routes connecting to main stations such as York <strong>and</strong><br />

Leeds.<br />

2.9.16 The application is accompanied by a Travel Plan which aims to<br />

minimise the number of car-borne trips to the site in order to achieve<br />

this it is proposed that:<br />
