efficiency <strong>and</strong> cumulative impact the proposals are considered acceptable in<br />

accordance <strong>with</strong> policy.<br />

The proposals would also contribute to the general housing provision <strong>with</strong>in<br />

the <strong>District</strong> including the provision for affordable housing <strong>and</strong> would provide<br />

financial contributions towards the provision of recreational open space,<br />

education, waste <strong>and</strong> recycling facilities <strong>and</strong> would secure a travel plan.<br />

As such, having had regard to the development plan, all other relevant local<br />

<strong>and</strong> national planning policies, consultation responses received to date <strong>and</strong> all<br />

other material planning considerations, it is considered that the proposed<br />

development is acceptable in principle <strong>and</strong> accords <strong>with</strong> policy.<br />

Recommendation:<br />

This planning application is recommended to be APPROVED subject to:<br />

i) Delegation being given to officers to complete the Section 106<br />

Agreement to secure contributions for, off-site recreational open<br />

space, education, waste <strong>and</strong> recycling facilities <strong>and</strong> highways<br />

improvements <strong>and</strong> to secure on-site recreational open space,<br />

affordable housing provision, a travel plan <strong>and</strong> a management<br />

plan for protection <strong>and</strong> connectivity of ditches <strong>and</strong><br />

watercourses.<br />

ii) the conditions detailed in paragraph 2.22.5 of this report<br />

1. Introduction <strong>and</strong> background<br />

1.1 The Site<br />

1.1.1 The application site is part of the Phase 2 SHB/1B allocation as defined<br />

in the <strong>Selby</strong> <strong>District</strong> Local Plan (2005) <strong>and</strong> lies to the east of Fairfield<br />

Link <strong>and</strong> Carousel Way <strong>and</strong> to the south of Pasture Close <strong>and</strong> Pasture<br />

Court which are between Moor Lane <strong>and</strong> Low Street to the south of the<br />

village centre<br />

1.1.2 The site covers an area of approximately 4.6 hectares of agricultural<br />

l<strong>and</strong>.<br />

1.1.3 Residential properties are located to the north of the site along Pasture<br />

Close <strong>and</strong> Pasture Court, <strong>with</strong> residential development along Fairfield<br />

Link <strong>and</strong> Carousel Way to the west <strong>and</strong> south west. There are two<br />

further applications for residential schemes proposed for the Phase 2<br />

site on the areas of l<strong>and</strong> to the south <strong>and</strong> east of this site for 498 units<br />

<strong>and</strong> 100 units respectively.<br />

1.1.4 To the north lies the Phase 1 site developed for 193 dwellings by<br />

Redrow <strong>and</strong> Persimmon <strong>and</strong> to the far south of the Phase 2 site lies<br />

agricultural l<strong>and</strong>.<br />
