The application is referred to the Planning Committee as it is subject of an<br />

Environmental Impact Assessment (EIA) <strong>and</strong> given the number of letters of<br />

comment received on the application it is considered to be of local<br />

controversy.<br />

Summary:<br />

This planning application is for part of the Phase 2 SHB/1B allocation as<br />

defined in the <strong>Selby</strong> <strong>District</strong> Local Plan (2005) <strong>and</strong> lies to the east of Fairfield<br />

Link <strong>and</strong> Carousel Way <strong>and</strong> to the south of Pasture Close <strong>and</strong> Pasture Court<br />

which is between Moor Lane <strong>and</strong> Low Street to the south of the village centre<br />

<strong>and</strong> is an outline application for the erection of 120 dwellings.<br />

The key issues in the determination of this application are the principle of<br />

development, in particular in terms of housing numbers having had regard to<br />

the context of the release of the Phase 2 sites <strong>with</strong>in the Local Plan. Having<br />

had regard to this matter, the proposals are considered acceptable <strong>and</strong><br />

accord <strong>with</strong> policy. In addition in terms of the implications of the development<br />

on the wider highways network, the environmental impacts of the scheme in<br />

terms of flood / drainage, ecology / biodiversity, l<strong>and</strong> contamination, energy<br />
