Reason: In the interest of sustainability, to minimise the<br />

development’s impact inline <strong>with</strong> Policy ENV5 of the Regional<br />

Spatial Strategy.<br />

27. The development of the site shall be phased in accordance <strong>with</strong> the<br />

Phasing Plan (Figure 4.3 of the Environmental Impact Statement).<br />

Reason: To safeguard the rights of control by the Local Planning<br />

Authority.<br />

28. Not<strong>with</strong>st<strong>and</strong>ing the provisions of condition no 5 applications for the<br />

approval of the Reserved Matters referred to in Condition No 2 shall<br />

include details of the existing <strong>and</strong> finished site levels relating to<br />

Ordnance Survey Datum together <strong>with</strong> details of finished floor levels<br />

of each dwelling, together <strong>with</strong> corresponding finished ground levels<br />

<strong>and</strong> of surface <strong>and</strong> l<strong>and</strong> drainage associated <strong>with</strong> any works. The<br />

development shall be carried out only in accordance <strong>with</strong> the details<br />

so approved <strong>and</strong> no dwelling shall be occupied until the works<br />

relating to that property have been completed. These shall be so<br />

retained for the lifetime of the development, unless otherwise<br />

approved in writing by the Local Planning Authority.<br />

Reason: To ensure the development is in character <strong>with</strong> its<br />

surroundings <strong>and</strong> to avoid adverse impacts to adjacent residents in<br />

accordance <strong>with</strong> Policies ENV1 <strong>and</strong> SHB/1B of the <strong>Selby</strong> <strong>District</strong><br />

Local Plan.<br />

30. <strong>Applications</strong> for the approval of the Reserved Matters referred to in<br />

Condition No 2 shall include details of the scheme for recreation<br />

open space in accordance <strong>with</strong> the Supplementary Planning<br />

Guidance on Developers Contributions or equivalent <strong>with</strong>in the site<br />

(unless the developer has previously entered into a binding<br />

agreement <strong>with</strong> the Council to secure all or part of the provision<br />

elsewhere). The scheme shall include the provision of an equipped<br />

children’s play area <strong>and</strong> shall be laid out <strong>and</strong> equipped in<br />

accordance <strong>with</strong> this approved scheme.<br />

Reason: This condition is imposed in order to secure the on site<br />

provision of adequate recreational open space in accordance <strong>with</strong><br />

the Supplementary Planning Guidance on Developers Contributions<br />

<strong>and</strong> to ensure the provision of open space to serve the<br />

development <strong>and</strong> in accordance <strong>with</strong> Policy RT2, SHB/1B of the<br />

Local Plan, Policy ENV11 of the RSS <strong>and</strong> the NPPF.<br />

31. The proposals shall be carried out in accordance <strong>with</strong> the mitigation<br />

measures set out in Section 10 (Ecology) of the Environmental<br />

Statement, in particular protective fencing shall be erected during<br />

construction in order to safeguard water voles, water habitat,<br />

retained trees <strong>and</strong> hedgerows.<br />
