c) The approved areas shall be kept available for their intended use<br />

at all times that construction works are in operation. No vehicles<br />

associated <strong>with</strong> on-site construction works shall be parked on<br />

the public highway or outside the application site.<br />

Reason: In accordance <strong>with</strong> Policies ENV1, T1 <strong>and</strong> T2 of the <strong>Selby</strong><br />

<strong>District</strong> Local Plan <strong>and</strong> to provide for appropriate on-site vehicle<br />

parking <strong>and</strong> storage facilities, in the interests of highway safety <strong>and</strong><br />

the general amenity of the area.<br />

21. There shall be no excavation or other groundworks, except for<br />

investigative works or the depositing of material on the site, until a<br />

Construction Phase Management Plan in association <strong>with</strong> Phase 1<br />

<strong>and</strong> subsequent phases at the appropriate time has been submitted<br />

<strong>and</strong> approved in writing by the Local Planning Authority in<br />

consultation <strong>with</strong> the Local Highway Authority. The measures shall<br />

include but not be limited to:<br />

a) Details of the routes to be used by HCV construction traffic.<br />

b) Traffic Management Plan<br />

Reason: In accordance <strong>with</strong> Policies ENV1, T1 <strong>and</strong> T2 of the <strong>Selby</strong><br />

<strong>District</strong> Local Plan <strong>and</strong> to avoid interference <strong>with</strong> the free flow of<br />

traffic <strong>and</strong> to secure safe <strong>and</strong> appropriate access <strong>and</strong> egress to the<br />

site in the interests of safety <strong>and</strong> convenience of highway users <strong>and</strong><br />

the amenity of the area.<br />

22. <strong>Applications</strong> for the approval of the Reserved Matters referred to in<br />

Condition No 2 shall include a scheme of l<strong>and</strong>scaping <strong>and</strong> tree<br />

planting for the site, indicating inter alia the number, species,<br />

heights on planting <strong>and</strong> positions of all trees, shrubs <strong>and</strong> bushes.<br />

The approved scheme shall thereafter be carried out in its entirety<br />

<strong>with</strong>in the period of twelve months beginning <strong>with</strong> the date on which<br />

development is commenced, or <strong>with</strong>in such longer period as may<br />

be agreed in writing <strong>with</strong> the Local Planning Authority. All trees,<br />

shrubs <strong>and</strong> bushes shall be adequately maintained for the period of<br />

five years beginning <strong>with</strong> the date of completion of the scheme <strong>and</strong><br />

during that period all losses shall be made good as <strong>and</strong> when<br />

necessary.<br />

INFORMATIVE: The l<strong>and</strong>scaping plan should give regard to the<br />

following:<br />

a) a 5m buffer should be retained for both sides of all hedgerows;<br />

b) no hedgerows should be incorporated into individual gardens;<br />

c) hedgerows should be managed in perpetuity;<br />

d) Existing hedgerows should be gapped up <strong>with</strong> native species<br />

(70-80% prickly species such as holly, hawthorn, dog rose <strong>and</strong><br />

blackthorn;<br />

e) Hedgerow management should be considered.<br />
