2.26.3 The key issues in the determination of this application are therefore<br />

whether the proposals overcome the previous reasons for refusal in<br />

terms of the principle of development, in particular in terms of housing<br />

numbers having had regard to the context of the release of the Phase 2<br />

sites <strong>with</strong>in the Local Plan, whether the proposals enable<br />

comprehensive development of the Phase 2 site <strong>and</strong> provides a<br />

deliverable mechanism for the provision of improved primary school<br />

facilities.<br />

2.26.4 Having had regard to these issues it is considered that the current<br />

application overcomes the previous reasons for refusal <strong>and</strong> as such is<br />

acceptable in principle.<br />

2.26.5 In addition in terms of the proposed access to the site, implications of<br />

the development on the wider highways network, the environmental<br />

impacts of the scheme in terms of flood / drainage, ecology /<br />

biodiversity, l<strong>and</strong> contamination, energy efficiency <strong>and</strong> cumulative<br />

impact the proposals are considered acceptable in accordance <strong>with</strong><br />

policy.<br />

2.26.6 The proposals would also contribute to the general housing provision<br />

<strong>with</strong>in the <strong>District</strong> including the provision for affordable housing <strong>and</strong><br />

would provide financial contributions towards the provision of<br />

recreational open space, education, waste <strong>and</strong> recycling facilities <strong>and</strong><br />

would secure a travel plan.<br />

2.26.7 As such, having had regard to the development plan, all other relevant<br />

local <strong>and</strong> national planning policies, consultation responses received to<br />

date <strong>and</strong> all other material planning considerations, it is considered that<br />

the proposed development is acceptable in principle <strong>and</strong> accords <strong>with</strong><br />

policy.<br />

2.27 Recommendation<br />

2.27.1 It is therefore recommended that, this application is Approved<br />

subject to:<br />

• Delegation being given to officers to complete the Section<br />

106 Agreement to secure contributions for highways,<br />

recreational open space, education <strong>and</strong> waste <strong>and</strong> recycling<br />

facilities <strong>and</strong> to secure affordable housing provision, a<br />

travel plan, deliverability of additional school l<strong>and</strong>; <strong>and</strong> a<br />

management plan for protection <strong>and</strong> connectivity of ditches<br />

<strong>and</strong> watercourses.<br />

• the conditions detailed below:<br />

1. <strong>Applications</strong> for the approval of the reserved matters referred to in<br />

No.2 herein shall be made <strong>with</strong>in a period of three years from the<br />

grant of this outline permission <strong>and</strong> the development to which this<br />

permission relates shall be begun not later than the expiration of<br />
