2.13.4 In terms of recreational open space then the “Approved Development<br />

Brief” for the wider site from 2003, notes that the “The precise amount,<br />

type <strong>and</strong> location of any open space will be negotiated between the<br />

developer, the <strong>District</strong> Council <strong>and</strong> the Parish Council. Consideration<br />

may also be given to the possibility of some recreation open space<br />

being met through commuted payments to enhance existing open<br />

space, including upgrading or contributing to the maintenance of the<br />

Pasture way recreation area”.<br />

2.13.5 At a regional level, Policy ENV11 of the RSS relates to “Health,<br />

Recreation <strong>and</strong> Sport” <strong>and</strong> encourages the provision of new facilities,<br />

the creation of pedestrian <strong>and</strong> cycle routes.<br />

2.13.6 The NPPF Paragraph 70 states that to deliver the social, recreational<br />

<strong>and</strong> cultural facilities <strong>and</strong> services the community needs, planning<br />

policies <strong>and</strong> decisions should plan positively for the provision <strong>and</strong> use<br />

of shared space, community facilities (such as local shops, meeting<br />

places, sports venues, cultural buildings, public houses <strong>and</strong> places of<br />

worship) <strong>and</strong> other local services to enhance the sustainability of<br />

communities <strong>and</strong> residential environments.<br />

2.13.7 NPPF Paragraph 73 requires access to high quality open spaces <strong>and</strong><br />

opportunities for sport <strong>and</strong> recreation which can make an important<br />

contribution to the health <strong>and</strong> well-being of communities.<br />

2.13.8 At the pre-application stage the Applicants were advised that the<br />

provision should be wholly on site <strong>and</strong> that the total extent of space<br />

required equated to 2.988 hectares consisting of the 15,600 square<br />

metres of Youth <strong>and</strong> Adult facilities, 4,800 sq metres of Leisure<br />

Amenity Space, 3000 square metres of Children’s Casual Play <strong>and</strong><br />

5,400 square metres of Children’s Equipped Play based on the<br />

requirements of Policy RT2.<br />

2.13.9 As part of the submission a L<strong>and</strong>scape Master Plan has been prepared<br />

which shows the areas of play (NEAP’s, LEAPs <strong>and</strong> LAPs) alongside<br />

an area for football pitches <strong>and</strong> areas of open space. The areas of<br />

provision would be secured through condition. The proposals are<br />

therefore considered to be in accordance <strong>with</strong> Policies RT2 <strong>and</strong><br />

SHB/1B of the <strong>Selby</strong> <strong>District</strong> Local Plan, Policy ENV11 of the RSS <strong>and</strong><br />

the NPPF.<br />

2.14 Flood Risk <strong>and</strong> Drainage<br />

Flood Risk<br />

2.14.1 At the site specific level, SHB/1B states that proposals must make<br />

provision for:<br />

10) An appropriate flood risk assessment in accordance <strong>with</strong> the<br />

requirements of PPG25.<br />
