2.9.10 In addition the report confirms that as part of the development it is<br />

proposed to provide:<br />

• Two simple priority junctions into the Site;<br />

• A link road providing major infrastructure improvements;<br />

• Additional <strong>and</strong> relocated pedestrian refuge isl<strong>and</strong>s on Low Street;<br />

• A new toucan crossing across Low Street;<br />

• New off-carriageway cycle route along Low Street;<br />

• New pedestrian/cycle route connecting the proposed development<br />

to the existing residential areas to the north;<br />

• Additional bus stop provision along Low Street;<br />

• The extension of the 30mph zone; <strong>and</strong><br />

• Provision of a Travel Plan.<br />

2.9.11 The Environmental Statement considers that the implementation of the<br />

mitigation/improvement measures outlined above result in the post<br />

implementation situation as summarised below:<br />

• The development will result in improved pedestrian links to<br />

services, employment <strong>and</strong> public transport facilities in the area;<br />

• The development will result in improved cycle links to services,<br />

employment <strong>and</strong> public transport facilities in the area;<br />

• The link road will significantly reduce the potential for conflict<br />

between pedestrians/cyclists <strong>and</strong> traffic in the design scenarios;<br />

• The link road will reduce significantly the number of existing<br />

vehicles that currently route through the Low Street/Kirkgate traffic<br />

signals by providing an alternative route;<br />

• The link road will reduce the number of through trips that route<br />

along the Fairway in the existing scenario by providing an<br />

alternative route;<br />

• The surrounding highway network will operate materially no worse<br />

in the proposed scenario<br />

• The proposed development will result in improved highway safety<br />

along Low Street.<br />

2.9.12 The indicative layout plan demonstrates that the site could provide a<br />

road linking Moor Lane <strong>and</strong> Low Street via SHB/1A, through the<br />

remainder of the Phase 2 site <strong>and</strong> could accommodate curvatures in<br />

the road design to minimise traffic speeds to avoid the route becoming<br />

a ‘rat run’. The layout also demonstrates that it could provide further<br />

links through Carousel Walk <strong>and</strong> Fairfield Link providing various<br />

transport routes <strong>and</strong> options for vehicles to move in <strong>and</strong> around the<br />

road network.<br />

2.9.13 Although the inter-relationship between the application site <strong>and</strong> the<br />

l<strong>and</strong> off Carousel Walk / Fairfield Link has been shown on the plans<br />

submitted, it does not show the roads running right up to the boundary<br />

<strong>and</strong> this would need to be a requirement of any subsequent reserved<br />

matters application <strong>and</strong> should be conditioned accordingly to ensure<br />
