• Had gone through a number of pre application meetings <strong>with</strong> officers<br />

<strong>and</strong> had established the principle of development.<br />

• The openings in the application had been kept to what was already<br />

there.<br />

• There is a main balcony on the north side of the existing building.<br />

• It was hoped the application would have a positive impact on the<br />

conservation area.<br />

• This was a new dwelling <strong>and</strong> consideration had been given to the<br />

selection of methods.<br />

• Had been asked by the Parish Council to raise issues.<br />

• The balcony on the second floor level had not been considered in the<br />

report.<br />

• Design should be appropriate to area.<br />

• When considering loss of amenity, it states that it should be closed for<br />

a significant period of time however the pub had only been closed this<br />

year.<br />

The Committee raised concern <strong>with</strong> regard to the balcony after speakers had<br />

raised concern <strong>with</strong> regard to this issue <strong>and</strong> officers advised that it was<br />

possible to impose a condition for details of a screen to be submitted if the<br />

Committee were concerned about the impact on residential amenity.<br />

RESOLVED:<br />

i) To receive <strong>and</strong> note the report.<br />

ii) To APPROVE the application subject to the conditions<br />

detailed at Paragraph 2.16 in the report <strong>and</strong> the extra<br />

condition that there should be appropriate screening in<br />

response to the balcony on the second floor.<br />

Councillor McCartney left the meeting at this point.<br />

13.7 Application: 2012/0604/COU<br />

Location: Old Civic Centre, Portholme Road, <strong>Selby</strong><br />

Proposal: Change of use of former Civic Centre car park<br />

to public pay <strong>and</strong> display car park.<br />

Councillor Mrs Davies informed the Committee that this item had been<br />

discussed at a Town Council meeting however she had left the meeting<br />

before it was considered.<br />
