2.8 Principle of the Development, Comprehensive Development of the<br />

Allocation, Housing Numbers <strong>and</strong> Timescale<br />

2.8.1 The Adopted <strong>Selby</strong> <strong>District</strong> Local Plan (SDLP) sets out that the<br />

application site sits <strong>with</strong>in a Phase 2 allocation. SHB/1(B) Low Street,<br />

Sherburn in Elmet, <strong>with</strong> a total area of 39.30ha <strong>and</strong> at the time of<br />

adoption an indicative capacity of 900+ dwellings as set out in Policy<br />

H2 of the Local Plan.<br />

2.8.2 Local Plan Housing figures were originally based on the County<br />

Structure Plan <strong>and</strong> planned for a higher rate of development than<br />

current RSS targets. The Local Plan took consideration of this planned<br />

growth <strong>and</strong> set a target of 600 dwellings per annum (dpa) <strong>and</strong> allocated<br />

l<strong>and</strong> accordingly.<br />

2.8.3 The subsequent RSS proposed an annual target of 440 dpa, lower<br />

than the 600 dpa proposed at the start of the Local Plan in 2005.<br />

However the Local Plan Phase 2 housing allocations remain based on<br />

a higher requirement.<br />

2.8.4 Policy H2A of the Local Plan sets out the proposed release of Phase 2<br />

sites <strong>and</strong> states that these sites will only be released after 2006 <strong>and</strong><br />

only if monitoring shows a potential shortfall of the required annual<br />

delivery of 440 in the RSS.<br />

2.8.5 Annual monitoring of existing commitments <strong>and</strong> allocations in July<br />

2011 found that there was insufficient l<strong>and</strong> to provide a 5 year housing<br />

l<strong>and</strong> supply. As such the decision was made to release Phase 2 sites<br />

by Full Council on the 13 th September 2011 in order to boost l<strong>and</strong><br />

supply in the interim period until such a time that the SADPD was<br />

adopted.<br />

2.8.6 At the time of the Council meeting the Preferred Options Site<br />

Allocations Development Plan Document (SADPD) set out the intended<br />

allocations in the <strong>District</strong> in line <strong>with</strong> the Core Strategy figures as<br />

known at that time. The site SHB/1B was still considered appropriate<br />

for some development, albeit in a reduced quantum to reflect more up<br />

to date consultation on the desired smaller sites <strong>and</strong> increased<br />

distribution throughout the village <strong>and</strong> availability of other sites. It was<br />

therefore suggested that on the basis of this that Phase 2 sites could<br />

be released in line <strong>with</strong> the emerging SADPD.<br />
