1.4.7 <strong>Selby</strong> <strong>District</strong> Council – Waste & Recycling<br />

A contribution for provision of waste <strong>and</strong> recycling provision for the<br />

proposed dwellings would be required in line <strong>with</strong> the Council’s SPD on<br />

Developer Contributions. As the application is in outline, then if is<br />

assumed that all the units will be dwellings <strong>with</strong> gardens rather then a<br />

mix of apartments then the scale of the contribution would be based on<br />

current requirements.<br />

1.4.8 Police Architectural Liaison Officer (PALO) - North Yorkshire Police<br />

Crime <strong>and</strong> anti social behaviour levels are particularly high in the<br />

Sherburn in Elmet area therefore there is a need for developers to<br />

adopt designing out crime measures into their proposals to comply <strong>with</strong><br />

National Planning Policy Guidance. It is therefore pleasing to note that<br />

the Design <strong>and</strong> Access Statement submitted clearly acknowledges that<br />

crime prevention is an important consideration in line <strong>with</strong> the NPPF. It<br />

is fully appreciated that at this stage this outline planning application is<br />

only seeking to establish the principle of development <strong>and</strong> the general<br />

principles of designing out crime have been highlighted as measures to<br />

be considered when finer detail of design is drawn up.<br />

This proposal is part of a larger scheme which will eventually see a total<br />

of 598 dwellings built on l<strong>and</strong> between Moor Lane <strong>and</strong> Low Street, a<br />

scheme of this size therefore has the potential to generate crime <strong>and</strong><br />

disorder <strong>and</strong> the importance of designing out crime in respect of the<br />

design <strong>and</strong> layout will be paramount <strong>with</strong> this in mind it would be asked<br />

that the developer considers early consultation <strong>with</strong> the Policy<br />

Architectural Liaison Officer prior to approval of reserved matters.<br />

1.4.9 Environment Agency<br />

We have reviewed the information <strong>and</strong> the proposed development will<br />

only be acceptable if the measures as detailed in the Flood Risk<br />

Assessment by Dacres Commercial dated April 2012 are implemented<br />

<strong>and</strong> secured by way of a planning condition. A condition is also<br />

requested relating to a surface water drainage scheme based on<br />

sustainable drainage principles being submitted to <strong>and</strong> approved by the<br />

local planning authority.<br />

In terms of groundwater <strong>and</strong> contamination the site is located directly<br />

over a principal aquifer <strong>with</strong> a very shallow water table. The<br />

groundwater in the limestone is very reactive so can vary in depth<br />

below ground level by a meter or more. The development area is<br />

transacted by faults <strong>and</strong> the groundwater <strong>with</strong>in each block of<br />

limestone will react differently. Additionally we know the area is<br />

affected springs, basements in the vicinity have reported groundwater<br />

flooding <strong>and</strong> earth works undertaken in this area typically report mass<br />

groundwater ingress. As such groundwater is susceptible to<br />
