<strong>and</strong> that further clarification/evidence should be provided by the<br />

applicant on local infrastructure projects.<br />

1.4.3 NYCC Highways<br />

The applications were supported by a Transport Assessment (TA)<br />

which assessed the impact of the proposals on the key junctions in <strong>and</strong><br />

around Sherburn in Elmet for 498 <strong>and</strong> 598 dwellings. The local<br />

Highway Authority (LHA) also requested additional work to be<br />

undertaken in relation to the modelling of the Low Street/Kirkgate/Moor<br />

Lane/Finkle Hill signal controlled junction, in order that a model could<br />

be created which accurately reflected the impact of the development on<br />

this key junction. It is now considered that the modelling submitted<br />

reflects the existing conditions <strong>and</strong> the assumptions made for the<br />

impact of the development are acceptable. It is the view of the LHA that<br />

the development traffic can be satisfactorily accommodated on the<br />

surrounding highway network. Recommended conditions in<br />

relation to the application are attached.<br />

With regard to the application for 498 dwellings (2012/0400/EIA)<br />

certain highway works should be secured through a Section 106<br />

Agreement. The applicant proposes to extend the existing footway/<br />

cycleway on the western side of Low Street up to Low Garth Link. In<br />

order to facilitate pedestrian/cyclist movement from the site across Low<br />

Street to the proposed facility a Toucan crossing is considered<br />

appropriate. The applicant has agreed to provide a contribution<br />

towards the cost of the LHA providing the crossing. It has been agreed<br />

that the Toucan crossing should be provided after the occupation of the<br />

50th dwelling.<br />

The existing 30mph speed limit is to be extended southwards beyond<br />

the extent of the development site. The applicant has agreed to<br />

provide a ‘gateway entrance feature’ to enhance the new 30mph limit<br />

<strong>and</strong> further reduce traffic speeds. The applicant will contribute towards<br />

the costs associated <strong>with</strong> the amendments to the existing Traffic<br />

Regulation Order. The speed limit should be extended prior to the<br />

occupation of the first dwelling.<br />

In order to provide a desirable pedestrian/cycle route between the<br />

development site, the railway station <strong>and</strong> employment zone the<br />

applicant has agreed to provide a pedestrian/cycle link between the site<br />

<strong>and</strong> the recently constructed Moor Lane development. The<br />

pedestrian/cycle link will need to be surfaced <strong>and</strong> lit to adoptable<br />

st<strong>and</strong>ards.<br />

With regard to the relocation of bus stops on Low Street a contribution<br />

is required towards the shelters <strong>and</strong> DDA compliant kerbing.<br />

The potential for rat running through the adjacent residential streets to<br />

avoid the Low Street/Kirkgate/Moor Lane signals has been considered.<br />
