of adoption an indicative capacity of 900+ dwellings as set out in Policy<br />

H2.<br />

H2A sets out the proposed release of Phase 2 sites only after 2006<br />

<strong>and</strong> only if monitoring shows a potential shortfall of the required annual<br />

delivery of 440 in the RSS.<br />

At the Full Council Meeting on 13 September 2011, Councillors heard<br />

that the Council could no longer demonstrate a 5 year housing supply<br />

<strong>and</strong> must take action to boost l<strong>and</strong> supply in the interim period until<br />

such time that the SADPD was adopted (where it would thus provide<br />

15 years supply of l<strong>and</strong>).<br />

The Officer’s report sets out that there was less than a 5 years supply<br />

of l<strong>and</strong> which meant that Phase 2 sites could be released in<br />

accordance <strong>with</strong> SDLP Policy thus boosting housing l<strong>and</strong> availability.<br />

However the Phase 2 sites could in theory deliver over 2000 dwellings<br />

which is far in excess of the amount required to boost the 5 years<br />

supply in that 18 month period.<br />

The issue was further compounded that in the most up to date policy<br />

position (the Submission Draft Core Strategy), Sherburn-in-Elmet was<br />

expected to accommodate in the order of 500 dwellings in the 15 year<br />

plan period.<br />

SHB/1(B) was allocated for “900+” which is clearly in excess of the<br />

planned for quantum.<br />

The Preferred Options SADPD document at that time set out the<br />

intended allocations in the <strong>District</strong> in line <strong>with</strong> the CS figures as known<br />

at that time.<br />

The site SHB/1B was still considered appropriate for some<br />

development, albeit at a reduced quantum to reflect more up to date<br />

consultation on the desired smaller sites <strong>and</strong> increased distribution<br />

throughout the village, <strong>and</strong> availability of other sites. It was suggested<br />

that Phase 2 sites could be released in line <strong>with</strong> the emerging SADPD.<br />

Minute 40 states that Council resolved:<br />

iv To agree to the release of all the Local Plan Phase 2 residential<br />

allocations, but <strong>with</strong> revised housing numbers consistent <strong>with</strong><br />

those set out in the Site Allocations DPD Preferred Options;<br />

Changes since the previous application<br />

The Council accepts the principle of some development on the subject<br />

site through both an allocation in the SDLP, <strong>and</strong> also a proposed<br />

allocation in the emerging SADPD. The issue is the quantum of<br />

development proposed. The Council’s formal position remains that<br />

SHB/1(B) should be released for around 282 dwellings, as set out in<br />

the Council Report <strong>and</strong> Minutes of 13 September 2011.<br />
