spacecraft is conceived to consist of three modules: a command center module, a<br />

propul sion module, and a mission module.<br />

In addition to <strong>the</strong> basic vehicle modules, this program will require o<strong>the</strong>r<br />

new developments, such as environmental control systems, attitude stabilization<br />

devices, power supplies, communi cations, guidance-and-control systems, onboard<br />

propulsion, and pilot displays.<br />

In <strong>the</strong> current fiscal year, contractors will be <strong>in</strong>vited to participate <strong>in</strong> a<br />

program of systems studies. It is believed probable that a contract for <strong>the</strong> design,<br />

eng<strong>in</strong>eer<strong>in</strong>g, and fabrication of <strong>the</strong> complete spacecraft system may be <strong>in</strong>itiated<br />

<strong>in</strong> fiscal year 1962.<br />

Given <strong>the</strong> <strong>in</strong>creas<strong>in</strong>g attention <strong>in</strong> 1960 to <strong>the</strong> precursors to a future lunar land<strong>in</strong>g mission,<br />

<strong>in</strong> October 1960 Manned Space Flight Program Chief, George Low, <strong>in</strong>formed Director of<br />

Space Flight Programs, Abe Silverste<strong>in</strong>, that he was form<strong>in</strong>g a work<strong>in</strong>g group to address <strong>the</strong><br />

technical, schedule, and budgetary issues associated with a lunar land<strong>in</strong>g program. <strong>The</strong><br />

results of Low’s group provided a basis for NASA’s response <strong>the</strong> follow<strong>in</strong>g year as President<br />

Kennedy considered a dramatic acceleration of <strong>the</strong> lunar land<strong>in</strong>g program.<br />

MEMORANDUM for Director of Space Flight Programs<br />

Subject: Manned Lunar Land<strong>in</strong>g Program<br />

October 17, 1960<br />

1. It has become <strong>in</strong>creas<strong>in</strong>gly apparent that a prelim<strong>in</strong>ary program<br />

for manned lunar land<strong>in</strong>gs should be formulated. This is necessary <strong>in</strong> order<br />

to provide a proper justification for Apollo, and to place Apollo schedules and<br />

technical plans on a firmer foundation.<br />

2. In order to prepare such a program, I have formed a small work<strong>in</strong>g<br />

group, consist<strong>in</strong>g of Eldon Hall, Oran Nicks, John Disher and myself. This group will<br />

endeavor to establish ground rules for manned lunar land<strong>in</strong>g missions; to determ<strong>in</strong>e<br />

reasonable spacecraft weights; to specify launch vehicle requirements; and to prepare<br />

an <strong>in</strong>tegrated development plan, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> spacecraft, lunar land<strong>in</strong>g and take-off<br />

system, and launch vehicles. This plan should <strong>in</strong>clude a time-phas<strong>in</strong>g and fund<strong>in</strong>g<br />

picture, and should identify areas requir<strong>in</strong>g early studies by field organizations.<br />

3. At <strong>the</strong> completion of this work, we plan to brief you and General<br />

Ostrander on <strong>the</strong> results. No action on your part is required at this time; Hall will<br />

<strong>in</strong>form General Ostrander that he is participat<strong>in</strong>g <strong>in</strong> this study.
