James Webb: Why can’t it be tied to preem<strong>in</strong>ence <strong>in</strong> space?<br />

President Kennedy: Because, by God, we keep, we’ve been tell<strong>in</strong>g<br />

everybody we’re preem<strong>in</strong>ent <strong>in</strong> space for five years and nobody believes<br />

it because <strong>the</strong>y have <strong>the</strong> booster and <strong>the</strong> satellite. We know all about <strong>the</strong><br />

number of satellites we put up, two or three times <strong>the</strong> number of <strong>the</strong><br />

Soviet Union . . . we’re ahead scientifically.<br />

President Kennedy: I do th<strong>in</strong>k we ought to get it, you know, really clear<br />

that <strong>the</strong> policy ought to be that this is <strong>the</strong> top-priority program of <strong>the</strong><br />

Agency, and one of <strong>the</strong> two th<strong>in</strong>gs, except for defense, <strong>the</strong> top priority<br />

of <strong>the</strong> United States government. I th<strong>in</strong>k that that is <strong>the</strong> position we<br />

ought to take. Now, this may not change anyth<strong>in</strong>g about that schedule,<br />

but at least we ought to be clear, o<strong>the</strong>rwise we shouldn’t be spend<strong>in</strong>g<br />

this k<strong>in</strong>d of money because I’m not that <strong>in</strong>terested <strong>in</strong> space. I th<strong>in</strong>k it’s<br />

good; I th<strong>in</strong>k we ought to know about it; we’re ready to spend reasonable<br />

amounts of money. But we’re talk<strong>in</strong>g about <strong>the</strong>se fantastic expenditures<br />

which wreck our budget and all <strong>the</strong>se o<strong>the</strong>r domestic programs and <strong>the</strong><br />

only justification for it, <strong>in</strong> my op<strong>in</strong>ion, to do it <strong>in</strong> this time or fashion, is<br />

because we hope to beat <strong>the</strong>m and demonstrate that start<strong>in</strong>g beh<strong>in</strong>d, as<br />

we did by a couple years, by God, we passed <strong>the</strong>m.<br />

James Webb: I’d like to have more time to talk about that because <strong>the</strong>re<br />

is a wide public sentiment com<strong>in</strong>g along <strong>in</strong> this country for preem<strong>in</strong>ence<br />

<strong>in</strong> space.<br />

President Kennedy: If you’re try<strong>in</strong>g to prove preem<strong>in</strong>ence, this is <strong>the</strong> way<br />

to prove your preem<strong>in</strong>ence.<br />

As he prepared to leave <strong>the</strong> meet<strong>in</strong>g, <strong>the</strong> president asked Webb to prepare<br />

a letter stat<strong>in</strong>g his position on why space preem<strong>in</strong>ence, and not just be<strong>in</strong>g first<br />

to <strong>the</strong> Moon, should be <strong>the</strong> country’s goal: “I th<strong>in</strong>k <strong>in</strong> <strong>the</strong> letter you ought to<br />

mention how <strong>the</strong> o<strong>the</strong>r programs which <strong>the</strong> Agency is carry<strong>in</strong>g out tie <strong>in</strong>to <strong>the</strong><br />

lunar program, and what <strong>the</strong>ir connection is, and how essential <strong>the</strong>y are to <strong>the</strong><br />

target dates we’re talk<strong>in</strong>g about, and if <strong>the</strong>y are only <strong>in</strong>directly related, what <strong>the</strong>ir<br />

contribution is to <strong>the</strong> general and specific th<strong>in</strong>gs possibly we’re do<strong>in</strong>g <strong>in</strong> space.”<br />

Webb’s letter was sent to <strong>the</strong> president on 30 November. (Volume I, III-14)<br />

In it, Webb said that <strong>in</strong> his view “<strong>the</strong> objective of our national space program is<br />

to become preem<strong>in</strong>ent <strong>in</strong> all important aspects of this endeavor and to conduct<br />

<strong>the</strong> program <strong>in</strong> such a manner that our emerg<strong>in</strong>g scientific, technological, and<br />

operational competence <strong>in</strong> space is clearly evident.” Webb emphasized that “<strong>the</strong><br />

manned lunar land<strong>in</strong>g program, although of highest national priority, will not by<br />

itself create <strong>the</strong> preem<strong>in</strong>ent position we seek.”<br />

Webb’s response apparently did not totally satisfy John F. Kennedy. As he visited<br />

<strong>the</strong> Los Alamos National Laboratory on 8 December, he asked his science advisor<br />

Jerome Wiesner to aga<strong>in</strong> look <strong>in</strong>to <strong>the</strong> possibility of accelerat<strong>in</strong>g <strong>the</strong> target date for
