410 Project Apollo: Americans to <strong>the</strong> Moon<br />

supplemental budget request for FY 1963 and a late 1967 target for <strong>the</strong> first lunar<br />

land<strong>in</strong>g. <strong>The</strong> second was to exam<strong>in</strong>e <strong>the</strong> budget implications of an accelerated<br />

program along <strong>the</strong> l<strong>in</strong>es be<strong>in</strong>g advocated by Holmes. <strong>The</strong> f<strong>in</strong>al option exam<strong>in</strong>ed<br />

<strong>the</strong> impact of slipp<strong>in</strong>g <strong>the</strong> land<strong>in</strong>g date target by a year. Bell told <strong>the</strong> President “I<br />

agree with Mr. Webb that alternative 1, <strong>the</strong> NASA recommendation, is probably<br />

<strong>the</strong> most appropriate choice at this time.”<br />

Holmes rema<strong>in</strong>ed unhappy. He was <strong>the</strong> apparent source for a second Time<br />

story that appeared on 19 November, titled “Space is <strong>in</strong> Earthly Trouble.” <strong>The</strong><br />

magaz<strong>in</strong>e’s editors had deleted a Holmes quote from <strong>the</strong> story before it was<br />

published that said “<strong>The</strong> major stumbl<strong>in</strong>g block of gett<strong>in</strong>g to <strong>the</strong> moon is James<br />

E. Webb. He won’t fight for our program.” 30<br />

Given <strong>the</strong> now-public controversy, President Kennedy scheduled a 21<br />

November meet<strong>in</strong>g <strong>in</strong> <strong>the</strong> Cab<strong>in</strong>et Room of <strong>the</strong> White House to discuss NASA’s<br />

plans for Apollo. Like a number of meet<strong>in</strong>gs while Kennedy was President, this<br />

meet<strong>in</strong>g was tape-recorded; a transcript of <strong>the</strong> discussion provides a rare <strong>in</strong>sight<br />

<strong>in</strong>to <strong>the</strong> <strong>in</strong>teractions between Kennedy and Webb. (II-33) Dur<strong>in</strong>g <strong>the</strong> meet<strong>in</strong>g,<br />

Kennedy and Webb had <strong>the</strong> follow<strong>in</strong>g exchange:<br />

President Kennedy: Do you th<strong>in</strong>k this program [Apollo] is <strong>the</strong> toppriority<br />

of <strong>the</strong> Agency?<br />

James Webb: No, sir, I do not. I th<strong>in</strong>k it is one of <strong>the</strong> top-priority<br />

programs, but I th<strong>in</strong>k it’s very important to recognize here . . . and that<br />

you have found what you could do with a rocket as you could f<strong>in</strong>d how<br />

you could get out beyond <strong>the</strong> Earth’s atmosphere and <strong>in</strong>to space and<br />

make measurements. Several scientific discipl<strong>in</strong>es that are very powerful<br />

are beg<strong>in</strong>n<strong>in</strong>g to converge on this area.<br />

President Kennedy: Jim, I th<strong>in</strong>k it is <strong>the</strong> top priority. I th<strong>in</strong>k we ought to<br />

have that very clear. Some of <strong>the</strong>se o<strong>the</strong>r programs can slip six months,<br />

or n<strong>in</strong>e months, and noth<strong>in</strong>g strategic is gonna happen, it’s gonna . . .<br />

But this is important for political reasons, <strong>in</strong>ternational political reasons.<br />

This is, whe<strong>the</strong>r we like it or not, <strong>in</strong> a sense a race. If we get second to<br />

<strong>the</strong> Moon, it’s nice, but it’s like be<strong>in</strong>g second any time. So that if we’re<br />

second by six months, because we didn’t give it <strong>the</strong> k<strong>in</strong>d of priority, <strong>the</strong>n<br />

of course that would be very serious. So I th<strong>in</strong>k we have to take <strong>the</strong> view<br />

that this is <strong>the</strong> top priority with us.<br />

Later <strong>in</strong> <strong>the</strong> meet<strong>in</strong>g, <strong>the</strong> President and <strong>the</strong> NASA head cont<strong>in</strong>ued <strong>the</strong>ir debate:<br />

President Kennedy: Everyth<strong>in</strong>g that we do ought to really be tied <strong>in</strong>to<br />

gett<strong>in</strong>g onto <strong>the</strong> Moon ahead of <strong>the</strong> Russians.<br />
