years; that full duration test runs have been made on each stage of <strong>the</strong> Saturn V<br />

booster; that we now have an eight-day Gem<strong>in</strong>i flight beh<strong>in</strong>d us and will shortly<br />

have <strong>in</strong>formation from a 14-day flight; and <strong>the</strong> fact that <strong>the</strong> Apollo ground test<br />

equipment has largely been fabricated and <strong>the</strong> flight l<strong>in</strong>e equipment will shortly<br />

be constructed and delivered means that we have a grow<strong>in</strong>g competence that we<br />

and <strong>the</strong> world can see is considerably beyond anyth<strong>in</strong>g <strong>the</strong> Russians have shown<br />

us, <strong>in</strong>clud<strong>in</strong>g Proton One. <strong>The</strong>refore, I do not believe a decision not to make <strong>the</strong><br />

substantial <strong>in</strong>vestment that would be required by a modified Gem<strong>in</strong>i lunar fly-by<br />

will change <strong>the</strong> posture which our program has had for a number of years.<br />

From <strong>the</strong> very beg<strong>in</strong>n<strong>in</strong>g of <strong>the</strong> Gem<strong>in</strong>i program, it had four major objectives that would<br />

support <strong>the</strong> Apollo effort to reach <strong>the</strong> Moon by <strong>the</strong> end of <strong>the</strong> decade. <strong>The</strong>se <strong>in</strong>cluded:<br />

(1) long duration spaceflight of up to two weeks <strong>in</strong> duration to demonstrate <strong>the</strong> human<br />

capability to survive such an extended stay <strong>in</strong> space; (2) rendezvous and dock<strong>in</strong>g with<br />

ano<strong>the</strong>r orbit<strong>in</strong>g vehicle; (3) engag<strong>in</strong>g <strong>in</strong> extra-vehicular activity (EVA) or spacewalks; and<br />

(4) develop<strong>in</strong>g methods for enter<strong>in</strong>g <strong>the</strong> atmosphere and land<strong>in</strong>g at pre-selected po<strong>in</strong>ts on<br />

land. All of <strong>the</strong>se were skills viewed as necessary for later Apollo missions, and all except <strong>the</strong><br />

last were accomplished. <strong>The</strong>se two memoranda outl<strong>in</strong>e <strong>the</strong> evolution of efforts on <strong>the</strong> Gem<strong>in</strong>i<br />

missions aimed at satisfy<strong>in</strong>g <strong>the</strong>se requirements. <strong>The</strong> first, signed for Gem<strong>in</strong>i Deputy Director<br />

William Schneider by LeRoy E. Day, longtime eng<strong>in</strong>eer at NASA, shows a steady progress of<br />

achievements <strong>in</strong> support of <strong>the</strong> Apollo program, each more complex than <strong>the</strong> last. <strong>The</strong> second,<br />

signed for Gem<strong>in</strong>i Director of Systems Eng<strong>in</strong>eer<strong>in</strong>g by Eldon W. Hall, ano<strong>the</strong>r longtime<br />

NASA eng<strong>in</strong>eer, offers a shopp<strong>in</strong>g list of Gem<strong>in</strong>i “desires” that never came to fruition, such
