Dear Mr. Chairman:<br />

September 10, 1965<br />

With reference to your request for my views on <strong>the</strong> possibility of a circumlunar<br />

flight, us<strong>in</strong>g a Gem<strong>in</strong>i system, prior to <strong>the</strong> Apollo lunar land<strong>in</strong>g, you will note<br />

that <strong>the</strong> enclosed statement, which was submitted to <strong>the</strong> Senate Committee on<br />

Aeronautical and Space Sciences on August 23, <strong>in</strong>dicates that <strong>in</strong> <strong>the</strong> process of<br />

accomplish<strong>in</strong>g <strong>the</strong> lunar exploration mission with Apollo, our program will give<br />

us experienced crews, operat<strong>in</strong>g know-how, and <strong>the</strong> ground and space equipment<br />

to undertake quite a number of o<strong>the</strong>r scientific and technological developments.<br />

<strong>The</strong> po<strong>in</strong>t is also made that our on-go<strong>in</strong>g and approved missions will require,<br />

for <strong>the</strong> next several years, <strong>the</strong> peak performance of <strong>the</strong> scientific, eng<strong>in</strong>eer<strong>in</strong>g,<br />

<strong>in</strong>dustrial and facilities complex that we have been expand<strong>in</strong>g s<strong>in</strong>ce 1961.<br />

As <strong>in</strong>dicated to <strong>the</strong> Senate Committee, we are not ready to recommend major<br />

new projects on <strong>the</strong> order of Gem<strong>in</strong>i or Apollo. Our ma<strong>in</strong> objective now is to<br />

see that our basic current responsibilities are met effectively. I also feel that <strong>the</strong><br />

Apollo system now be<strong>in</strong>g developed can meet our requirements for knowledge<br />

and capability better than <strong>the</strong> adoption of o<strong>the</strong>r courses of action.<br />

<strong>The</strong> <strong>in</strong>sertion <strong>in</strong> our program of a circumlunar flight, us<strong>in</strong>g <strong>the</strong> Gem<strong>in</strong>i system,<br />

would require major resources. We are now proceed<strong>in</strong>g with many complex,<br />

developmental tests, and operational efforts with too th<strong>in</strong> a marg<strong>in</strong> or resources.<br />

<strong>The</strong>refore, if additional funds were available, I believe it would be <strong>in</strong> <strong>the</strong> national<br />

<strong>in</strong>terest to use <strong>the</strong>se <strong>in</strong> <strong>the</strong> Apollo program.<br />

As you will remember, I testified <strong>in</strong> 1961 that <strong>the</strong> USSR would most likely have <strong>the</strong><br />

capability and <strong>the</strong>refore accomplish ahead of us each major milestone <strong>in</strong> space up<br />

to <strong>the</strong> lunar land<strong>in</strong>g and exploration with manned vehicles. We have clearly stated<br />

over <strong>the</strong> past few years that <strong>the</strong>y will do a lunar fly-by with men before we can<br />

accomplish this with <strong>the</strong> Apollo system. However, <strong>the</strong>re is certa<strong>in</strong>ly no assurance<br />

that we could do this <strong>in</strong> advance of <strong>the</strong>m with a modified Gem<strong>in</strong>i system. Fur<strong>the</strong>r,<br />

our ma<strong>in</strong> reliance for operat<strong>in</strong>g [2] at lunar distances and develop<strong>in</strong>g a thoroughgo<strong>in</strong>g<br />

capability that can achieve preem<strong>in</strong>ence <strong>in</strong> space, and hold it, is <strong>the</strong> large<br />

Saturn V/Apollo system. <strong>The</strong> fact that this has been under contract for several
