<strong>Explor<strong>in</strong>g</strong> <strong>the</strong> <strong>Unknown</strong> 237<br />

buyers. It proved a prickly issue for NASA, much of it <strong>the</strong> result of <strong>the</strong> celebrity status of <strong>the</strong><br />

Mercury Seven. As this memorandum demonstrates, concern for <strong>the</strong>se issues rose all <strong>the</strong> way to<br />

<strong>the</strong> Oval Office and prompted comments by President John F. Kennedy. NASA worked to ref<strong>in</strong>e<br />

its policies <strong>in</strong> this regard, but never found a fully satisfactory solution that balanced <strong>the</strong> rights<br />

and privileges of <strong>the</strong> astronauts with government regulations on private activities.<br />

MEMORANDUM For Mr. James E. Webb<br />

Subject: Meet<strong>in</strong>g with President Kennedy on Astronaut Affairs<br />

August 30, 1962<br />

On August 23, I called Pierre Sal<strong>in</strong>ger about 5:30 p.m. to advise him of<br />

<strong>the</strong> discussion Mr. L<strong>in</strong>gle, Mr. Johnson and I had with Alfred Friendly. It occurred<br />

to me that such a call might serve to rem<strong>in</strong>d him of our <strong>in</strong>terest <strong>in</strong> hav<strong>in</strong>g <strong>the</strong><br />

reaction of <strong>the</strong> White House that Mr. L<strong>in</strong>gle and I sought <strong>in</strong> our meet<strong>in</strong>g with<br />

Sal<strong>in</strong>ger nearly two weeks ago. Sal<strong>in</strong>ger commented that s<strong>in</strong>ce meet<strong>in</strong>g with<br />

L<strong>in</strong>gle and me, he had had a long talk with <strong>the</strong> President and o<strong>the</strong>rs <strong>in</strong> <strong>the</strong> White<br />

House about a revised policy relat<strong>in</strong>g to <strong>the</strong> affairs of <strong>the</strong> astronauts. He stated<br />

that “<strong>the</strong> President tends to agree with you (NASA) and Bundy (McGeorge) agrees<br />

with me.” He expressed no particular <strong>in</strong>terest <strong>in</strong> <strong>the</strong> reaction of Mr. Friendly but<br />

<strong>in</strong>dicated that he would try and set up a meet<strong>in</strong>g <strong>in</strong> a few days to get toge<strong>the</strong>r with<br />

us aga<strong>in</strong>. With<strong>in</strong> a half hour, he called back and said “br<strong>in</strong>g Mr. Webb and Bill<br />

Lloyd down tomorrow morn<strong>in</strong>g at 10:30 and we’ll meet with <strong>the</strong> President and<br />

settle this once and for all.” I told him that you were out of town but that I would<br />

attempt to br<strong>in</strong>g Mr. L<strong>in</strong>gle and Mr. Lloyd. This was satisfactory to him.<br />

I checked with Dr. Seamans to determ<strong>in</strong>e whe<strong>the</strong>r he wished to go to <strong>the</strong><br />

White House but he felt that Mr. L<strong>in</strong>gle could handle <strong>the</strong> problem satisfactorily.<br />

We attempted to contact you Friday morn<strong>in</strong>g but you were somewhat ahead of<br />

your it<strong>in</strong>erary and were apparently enroute [sic] from Norton to Medford. L<strong>in</strong>gle,<br />

Johnson, Lloyd and I discussed <strong>the</strong> proposed meet<strong>in</strong>g with Dr. Seamans prior to<br />

go<strong>in</strong>g to <strong>the</strong> White House.<br />

<strong>The</strong> White House meet<strong>in</strong>g lasted some 30 m<strong>in</strong>utes. <strong>The</strong> President at <strong>the</strong><br />

outset stated generally that he felt <strong>the</strong> astronauts should be permitted to cont<strong>in</strong>ue<br />

to receive some money for writ<strong>in</strong>gs of a personal nature <strong>in</strong>asmuch as <strong>the</strong>y did<br />

seem to be burdened with expenses <strong>the</strong>y would not <strong>in</strong>cur were <strong>the</strong>y not <strong>in</strong> <strong>the</strong><br />

public eye. He felt <strong>the</strong>re should be stricter control of <strong>the</strong>ir <strong>in</strong>vestments. He cited<br />

<strong>the</strong> proffer of <strong>the</strong> homes <strong>in</strong> Houston as an example of <strong>the</strong> type of situation that<br />

should be avoided <strong>in</strong> <strong>the</strong> future. Sal<strong>in</strong>ger was ra<strong>the</strong>r restra<strong>in</strong>ed <strong>in</strong> present<strong>in</strong>g his<br />

own views and seemed satisfied to take his cue from <strong>the</strong> President. Mr. L<strong>in</strong>gle<br />

prefaced his remarks by express<strong>in</strong>g <strong>the</strong> hope that no firm decision would be made<br />

at this particular meet<strong>in</strong>g as to <strong>the</strong> [2] specifics of <strong>the</strong> policy <strong>in</strong>asmuch as no<br />

member of <strong>the</strong> NASA group at <strong>the</strong> meet<strong>in</strong>g was prepared to del<strong>in</strong>eate <strong>in</strong> a positive<br />

way your views. It was made clear to <strong>the</strong> assembled group that you wished to have
