In 1962 <strong>the</strong> Space Task Group moved from <strong>the</strong> Langley Research Center <strong>in</strong> Hampton,<br />

Virg<strong>in</strong>ia, to found <strong>the</strong> Manned Spacecraft Center (MSC) <strong>in</strong> Houston, Texas. This change<br />

placed <strong>the</strong> human spaceflight program of NASA on a more formal and permanent foot<strong>in</strong>g.<br />

Also <strong>in</strong> 1962, NASA selected its second class of astronauts who would be <strong>in</strong>volved <strong>in</strong> <strong>the</strong><br />

Gem<strong>in</strong>i and Apollo programs. With <strong>the</strong>se changes came <strong>the</strong> <strong>in</strong>stitutionalization of a structure<br />

for manag<strong>in</strong>g <strong>the</strong> astronauts, <strong>the</strong> creation of policies regard<strong>in</strong>g what <strong>the</strong>y could and could<br />

not do as a part of <strong>the</strong>ir outside activities, and a formalization of crew assignments and<br />

o<strong>the</strong>r duties. This memorandum discusses <strong>the</strong> management structure for <strong>the</strong> astronauts. In<br />

September1962, MSC Director Robert Gilruth selected Deke Slayton, one of <strong>the</strong> Mercury Seven,<br />

to coord<strong>in</strong>ate astronaut activities. <strong>The</strong> effort became even more structured <strong>in</strong> November 1963<br />

when Slayton assumed <strong>the</strong> position of Director of Flight Crew Operations. In that capacity,<br />

he became responsible for direct<strong>in</strong>g <strong>the</strong> activities of <strong>the</strong> astronaut office, <strong>the</strong> aircraft operations<br />

office, <strong>the</strong> flight crew <strong>in</strong>tegration division, <strong>the</strong> crew tra<strong>in</strong><strong>in</strong>g and simulation division, and<br />

<strong>the</strong> crew procedures division. Work<strong>in</strong>g directly with Gilruth, Slayton closely managed <strong>the</strong><br />

astronauts and oversaw <strong>the</strong>ir activities.<br />

Astronaut Activities<br />

With our recent announcement concern<strong>in</strong>g additional astronaut<br />

selection, it seems timely to restate my understand<strong>in</strong>g of your responsibilities for<br />

astronaut activities and to suggest some guidel<strong>in</strong>es for your consideration.<br />

1. Current and future NASA astronauts are employees of <strong>the</strong> Manned<br />

Spacecraft Center and, <strong>the</strong>refore, are under your direction. In execut<strong>in</strong>g<br />

this responsibility, it is a sound procedure to have a key member of your<br />

operations group as astronaut supervisor. This <strong>in</strong>dividual should be held<br />

responsible for day-to-day direction of astronaut activities <strong>in</strong> <strong>the</strong> same<br />

fashion as any o<strong>the</strong>r NASA l<strong>in</strong>e supervisor accounts for <strong>the</strong> activities of<br />

personnel report<strong>in</strong>g to him. This responsibility <strong>in</strong>cludes supervision of<br />

non-project activities covered <strong>in</strong> <strong>the</strong> paragraphs follow<strong>in</strong>g.<br />

2. In connection with astronaut personal appearances, I know you understand<br />

that Mr. Webb, Dr. Dryden, and I are under constant demands to make<br />

<strong>the</strong>se <strong>in</strong>dividuals available. As <strong>in</strong> <strong>the</strong> past, we will cont<strong>in</strong>ue to restrict such<br />

appearances to occasions that have a m<strong>in</strong>imum effect on <strong>the</strong> program<br />

assignments of <strong>the</strong> astronauts and which, <strong>in</strong> addition, advance <strong>the</strong> overall
