<strong>the</strong> overall project. <strong>The</strong> contents of this volume emphasize primary documents<br />

or long-out-of-pr<strong>in</strong>t essays or articles and material from <strong>the</strong> private<br />

recollections of important actors <strong>in</strong> shap<strong>in</strong>g space affairs. <strong>The</strong> contents of this<br />

volume thus do not comprise <strong>in</strong> <strong>the</strong>mselves a comprehensive historical<br />

account; <strong>the</strong>y must be supplemented by o<strong>the</strong>r sources, those both already<br />

available and to become available <strong>in</strong> <strong>the</strong> future. <strong>The</strong> documents <strong>in</strong>cluded <strong>in</strong><br />

each section are arranged chronologically, with <strong>the</strong> exception that closely<br />

related documents are grouped toge<strong>the</strong>r. Each document is assigned its own<br />

number <strong>in</strong> terms of <strong>the</strong> section <strong>in</strong> which it is placed. Thus, <strong>the</strong> first document<br />

<strong>in</strong> <strong>the</strong> second section of this volume is designated “Document II-l.” Each document<br />

or group of related documents is accompanied by a headnote sett<strong>in</strong>g out<br />

its context and provid<strong>in</strong>g a background narrative. <strong>The</strong>se headnotes also provide<br />

specific <strong>in</strong>formation about people and events discussed. We have avoided<br />

<strong>the</strong> <strong>in</strong>clusion of explanatory notes <strong>in</strong> <strong>the</strong> documents <strong>the</strong>mselves and have conf<strong>in</strong>ed<br />

such material to <strong>the</strong> headnotes.<br />

<strong>The</strong> editorial method we adopted for deal<strong>in</strong>g with <strong>the</strong>se documents seeks to<br />

preserve spell<strong>in</strong>g, grammar, paragraph<strong>in</strong>g, and use of language as <strong>in</strong> <strong>the</strong> orig<strong>in</strong>al.<br />

We have sometimes changed punctuation where it enhances readability.<br />

We have used <strong>the</strong> designation [not <strong>in</strong>cluded, or omitted] to note where sections<br />

of a document have not been <strong>in</strong>cluded <strong>in</strong> this publication, and we have<br />

avoided <strong>in</strong>clud<strong>in</strong>g words and phrases that had been deleted <strong>in</strong> <strong>the</strong> orig<strong>in</strong>al<br />

document unless <strong>the</strong>y contribute to an understand<strong>in</strong>g of what was go<strong>in</strong>g on <strong>in</strong><br />

<strong>the</strong> m<strong>in</strong>d of <strong>the</strong> writer <strong>in</strong> mak<strong>in</strong>g <strong>the</strong> record. Marg<strong>in</strong>al notations on <strong>the</strong> orig<strong>in</strong>al<br />

documents are <strong>in</strong>serted <strong>in</strong>to <strong>the</strong> text of <strong>the</strong> documents <strong>in</strong> brackets, each<br />

clearly marked as a marg<strong>in</strong>al comment. Except <strong>in</strong>sofar as illustrations and<br />

figures are necessary to understand<strong>in</strong>g <strong>the</strong> text, those items have been omitted<br />

from this pr<strong>in</strong>ted version. Page numbers <strong>in</strong> <strong>the</strong> orig<strong>in</strong>al document are<br />

noted <strong>in</strong> brackets <strong>in</strong>ternal to <strong>the</strong> document text. Copies of all documents <strong>in</strong><br />

<strong>the</strong>ir orig<strong>in</strong>al form, however, are available for research by any <strong>in</strong>terested person<br />

at <strong>the</strong> NASA History Division or <strong>the</strong> Space Policy Institute of George<br />

Wash<strong>in</strong>gton University.<br />

We recognize that <strong>the</strong>re are certa<strong>in</strong> to be quite significant documents left<br />

out of this compilation. No two <strong>in</strong>dividuals would totally agree on all documents<br />

to be <strong>in</strong>cluded from <strong>the</strong> many we collected, and surely we have not<br />

been totally successful <strong>in</strong> locat<strong>in</strong>g all relevant records. As a result, this documentary<br />

history can raise an immediate question from its users: why were<br />

some documents <strong>in</strong>cluded while o<strong>the</strong>rs of seem<strong>in</strong>gly equal importance were<br />

omitted? <strong>The</strong>re can never be a fully satisfactory answer to this question. Our<br />

own criteria for choos<strong>in</strong>g particular documents and omitt<strong>in</strong>g o<strong>the</strong>rs rested on<br />

three <strong>in</strong>terrelated factors:<br />

• Is <strong>the</strong> document <strong>the</strong> best available, most expressive, most representative<br />

reflection of a particular event or development important to <strong>the</strong> evolution<br />

of <strong>the</strong> space program?
